Following my meeting with the Department for Transport yesterday, where all Kent MPs argued for the removal of all Operation Brock preparations on the M20, I am delighted that the Government have agreed that these preparations will be stood down.

For a long time I have said that Operation Brock is not in the best interests of residents and businesses across West Kent. Specfically, any use of the M26 would have had profound consequences for residents in Borough Green and surrounding villages. We can now be reassured that these plans are no longer a possibility, and I look forward to works starting so soon.

Before the General Election I made great progress in getting Tony’s Law closer to being passed. It is so important that the maximum sentencing for child cruelty offences is increased and I know many share that opinion. That is why I was so pleased to see a call for this in the Conservative manifesto, which I stood on. Now Parliament is back, I am determined to take this law all the way to ensure that those who commit such horrific acts of child cruelty are more appropriately sentenced.

On Friday 7 February I will be co-hosting an Apprenticeship Fair with neighbouring MPs Tracey Crouch, Helen Whately MP and Helen Grant.

For those in Year 11, Year 12 or even Year 13, you’ll know that working out your next steps in life isn’t always easy. It is often expected that you will follow the path of your peers and those before you, most of whom will likely have attended university. But it’s important to know that it isn’t the only opportunity out there and certainly isn’t the right one for everyone. Sadly, apprenticeships are often still considered a lesser option. They are frequently overlooked or ignored as a possible forward step and often not held in as high an esteem by schools. But that’s unfair. Apprenticeships offer the perfect opportunity to work, study and earn – what more could you want! A whole range of difference companies now run them, meaning that there’s definitely one out there for you, and where better to find it than at the Apprenticeship Fair. This year we have Barclays, Network Rail, Pimlico Plumbers, the Army, Navy and RAF, and many, many more.

So, if you, either parents or students, want to find out a little bit more about what’s out there, please do come along. It will be on 7 February from 0930-1330 at Maidstone Leisure Centre.

Many of you will remember the planned closure of the A21 for many days in early January 2020. Following intervention from Kent County Councillor for Tonbridge, Michael Payne, who is also Cabinet Member for Highways, these were postponed.

To avoid doing it in school term time Highways England now plan on closing the road in full between Morleys Roundabout and Vauxhall Lane from 10pm on Friday 14 February, opening the northbound carriageway at 6am on Thursday 20 February, and the southbound carriageway by 6am on Monday 24 February. These will be brought forward if the works can be completed quicker, subject to the weather.

Sadly, I understand why the full closure is essential after Highways England informed me last year – in the letter here - that the structure of the bridge carrying the A21 which goes over the Leigh Flood Storage Area, is failing. While closed, they will replace the failing metal culverts and Medway viaduct bridge joints while clearing drains, cutting grass, picking up litter and replacing signs in the area.

Expect to see signs up in and around Tonbridge and Hildenborough, and further afield, advising of its closure. This is just two weeks notice for a closure of a whole week, which doesn’t leave us much time to plan and is still very short notice. Traffic on the B245 and through Tonbridge is likely to be extremely bad that week.

I am in touch with Highways England about these works so please let me know any concerns you have.

I am pleased that the proposal to develop land by St Mary’s Abbey in West Malling has been dismissed. It was clear to anyone who knows West Malling that the impact of housing here on St Mary’s Abbey would be significant.

Having called the application into the Government, they have confirmed to me that they also agree with the Inspectors decision. This will no doubt be a relief to all concerned.

This is a victory for local residents and all those who
contributed to the fundraising effort to support Tonbridge and Malling Borough Council in their objection to this proposal.

Unfortunately, despite Openreach assuring me just last Friday that the engineering works that were taking place at the junction of Station Road and Four Elms Road were complete, the temporary traffic lights returned this week!

To say I am disappointed is an understatement. I wrote last night to Openreach to ask what is going on, given that I received assurances the works were complete. I have also written to Kent County Council to ask what conversations and pressure they have put on Openreach to make sure the works were completed on time and what might help them speed up the works in the future.

I had the chance to join other Kent MPs in speaking to Michael Gove in the Cabinet Office about the Government’s plans for a no deal Brexit. I’m pleased that the Secretary of State responsible for Local Government and the Schools Minister, among others, were there too.

I have consistently been in favour of achieving a deal. The plans to use the M26 as a lorry park in the event of a no deal exit, as part of Operation Brock, would cause considerable issues for our communities.

I specifically asked at this meeting for greater focus around these issues. I would like to see legislation amended so HGVs could be stopped before they reach Kent if they do not have the correct paperwork. We also need more work on the impact for schools if people can’t get there due to traffic gridlock, which has a considerable impact on bus services too.

While it is right that the Government prepares for all eventualities, these plans must be appropriate. My concerns about the impact of a no deal Brexit on Kent, and specifically villages like Ightham, Borough Green and Platt along the A25, remain. I have consistently said that I couldn’t endorse this solution.

As Gatwick Airport submits its plans to use a second runway at the Airport, I will continue to oppose this. Further expansion would damage economic prosperity and environmental sustainability in Tonbridge, Edenbridge and surrounding villages and I will do my upmost to ensure that these plans do not progress further.

I remain deeply disappointed that Lloyds are leaving Edenbridge at the end of this year, meaning the town will be without a bank for the first time in over 100 years. This is definitely an error considering how difficult it is to get to the other nearest branches from the town.

I’ve been in touch with Lloyds about their ‘mobile branch’ which, they say, offers the same services. Lloyds now have agreed to move the day that the mobile branch is in town from Tuesday to Thursday. It will be in the Market Yard Car Park from 10am-12pm, and 12.45pm-3pm.

A few months ago I asked the then Transport Secretary, Chris Grayling, to ensure that Delay Repay 15 was implemented as soon as possible. It would have been unfair for many, many commuters to miss out on potential delay repayments, particularly given that journeys from local stations, like Tonbridge, so are often 15 minutes late, but not quite the full 30 that was award compensation previously.

That is why I’m so pleased that it has now been introduced as of today – including this morning’s journeys if you were affected.

I’ve been fighting for our kids to get a fair chance of getting into the best schools for them. I joined parents and Kent County Council to challenge Oxted School about their admissions. I’m delighted the Office of the Schools Adjudicator agrees with me that their distance provision disadvantaged students in Edenbridge. The way it worked, in part, meant many kids were being offered places at schools as far away as Cranbrook.

I am pleased the Adjudicator has now agreed with us, as you can see from the extract of the report below, that there is an unfair disadvantage for students in Edenbridge. I trust that Oxted School will follow the recommendations from the Adjudicator and make changes for next year which will give make it fairer for students in Edenbridge.

Over the past few weeks there has been a hearing to determine if up to 80 homes should be built on the field at the corner of Swan Street and Lavenders Road in West Malling, next to St Mary’s Abbey. I am concerned about this prospect. This is why I have asked that the Government intervene in this application, and make the decision rather than the Planning Inspector, if necessary. Although this only happens a handful of times each year, the impact on St Mary’s Abbey is clearly of huge significance considering its place within our community and the history of our nation. I've written to the Prime Minister, Boris Johnson, to ask that the Government bring in Tony’s Law during the next session, which I introduced to the House of Commons earlier this year. The law, should it be introduced, would mean that the legal maximum sentence for those who are convicted of child cruelty offences, would be increased.

As many of you know, Tony Hudgell is an exceptional and brave young man, supported by his loving parents, Paula and Mark. I hope that the Prime Minister will introduce this ready-made bit of legislation in the Queen’s Speech.

It’s been a busy day, and it’s not every day we see water leaks on the scale that is currently affecting the A227 Shipbourne Road, Willow Lea, and surrounding roads in north Tonbridge. I’ve heard of many properties in the area who are currently without water, and clearly there is a flood risk for all nearby.

Kent Police are on site with Kent County Council Highways and the Environment Agency. The road is, understandably, currently closed. South East Water have said that water supplies could be affected until 7pm tonight.

Hopefully this can be cleared up by the end of the day. But the impact could continue, especially as it’s important to understand why this happened. I’m meeting with the water companies soon so if you’re affected, please let me know of your experiences.

It was recently brought to my attention that National Rail required the Disabled Persons Railcard to be signed by the cardholder and made no discretion of alternatives should the cardholder be prevented from doing so due to disability.

Should it not be signed, the terms and conditions stated that it was invalid. This is not only impractical but also discriminatory against those who physically could not sign the card. I raised this with the Rail Delivery Group to ask that exemptions were made for cardholders who are unable to sign and am delighted that, despite saying that they have previously told customers other could sign it on their behalf, it is now officially in their terms and conditions that the card can be signed by someone who has permission to act on their behalf. I know this will benefit a lot of people and am really pleased that the Rail Delivery Group listened and made changes.

I know that the cost of travel to get to school for those in sixth form, college or an apprenticeship is expensive. Particularly for those who must get the train. While many who get the bus can purchase subsided bus passes, this hasn’t been the same…

I know that the cost of travel to get to school for those in sixth form, college or an apprenticeship is expensive. Particularly for those who must get the train. While many who get the bus can purchase subsided bus passes, this hasn’t been the same with trains, with parents having to pay full adult fares at peak time prices.

The financial impact that this has on parents is something that myself and many of my colleagues have been lobbying hard to resolve. Although it was a decision made by the local authority, it cannot be fair that those who get the train have to pay significantly more when they often have no alternative way to get to their place of education.

That is why I am so pleased that the Rail Delivery Group have introduced a 16-17 Saver Railcard, which will allow them to get 50% off, starting from 2 September. It should make a huge difference to families and I’m so glad that they have listened. Railcards are available to order today for £30 and you can find out more at www.16-17saver.co.uk.

So many veterans I know - including me - got so much from service it is hard to list it all. From self-discipline and teamwork to individual skills, the Armed Forces are the most successful trainer in the UK. That’s why so many businesses prefer to hire veterans. But some have reservations about hiring for number of reasons that are just wrong.

We need to correct these misconceptions and highlight the many strengths our veteran community brings to civilian life. They’re an asset to any business, but in small start ups, they can be game-changing. That is why I was delighted to speak at the Federation of Small Businesses Armed Forces Day event in Tunbridge Wells.

Encouraging businesses to hire veterans and encouraging veterans to understand that they have incredible skills that all business can gain from is important for both.

I’m delighted that following Kent County Council’s Big Conversation consultation last year, the revised 58 bus will be starting today, providing a much-needed and more frequent service between West Malling and Maidstone, calling at Addington, Birling, East Malling, Leybourne, Ryarsh and Trottiscliffe too.

Thank you to everyone who replied to the consultation. It’s good to know that Kent County Council have taken our thoughts into consideration and I hope they will do the same with other bus services in the future. You should be able to access the timetable on the Nu-Venture Website soon, or find it on bus stops along the route. Please do let me know how it is if you use the service and make sure you share this with anyone who may find it helpful.

We should only have 6 weeks of works remaining at this junction and I’m pleased that the Openreach Chief Engineer team have taken over the project. It shouldn’t have taken this long but at least we have an end in sight.

Delay Replay 15

I am delighted that Southeastern have followed my suggestion to introduce Delay Repay 15 ahead of the new franchise being confirmed. This will give passengers well deserved compensation, as I have repeatedly called for, including in the House of Commons just a couple of weeks ago.

This week has shown why Delay Repay 15 is so urgently needed, with train delays causing havoc with journeys. It is particularly important in towns like Tonbridge where journeys average around 45 minutes, so 15 minute delays are more common than half an hour delays. I’m glad that they have listened and recognise the intense frustration that any delay has on passengers.

Unauthorised Traveller Encampments

I know that over recent weeks, unauthorised encampments at Platt, Shipbourne, Leybourne, and Leybourne Chase have been causing problems for many local residents. Unfortunately, the process for moving them on is not simple, and the inconsistencies in issuing section 61 orders has meant some traveller groups have been moved on far quicker than others. That is why I will be attending a public meeting on 25 July in Leybourne Village Hall from 7.45pm to see how we can address these issues more effectively. It feels like this is becoming a constant theme, but sadly the roadworks at the junction of Station Road and Four Elms Road in Edenbridge are no closer to being sorted.

The reason for this is because Openreach have taken nearly a year to do the upgrades they require at the junction - it should have been completed in October last year. But now, more and more deadlines are being missed.

I've taken it up with the Chief Executive, Clive Selley, and you can see my letter here. Last year, he met me at The Eden Centre as we went around the town looking at improvements to broadband. So he knows the junction well.

I will keep everyone updated when we have a time that the works will actually be finished!

Last August, the West Malling GP Surgery announced they were selling the building. This understandably caused issues and that’s why we fought so hard to get a commitment for GPs to remain in West Malling for years to come.

The announcement that the main building will close is, I am assured, not a reversal of these plans. One of the reasons for the change is because the existing building (Milverton) isn’t fit for purpose as a GP practice anymore. That’s why rooms will be used in the building behind it (The Hollies), which is much more appropriate. You will be able to access both a GP and also a nurse here. In essence, it will be fully operational as a GP surgery so if you need to be seen in West Malling, you will be able to.

Clearly some back office functions will move to Kings Hill, which we knew anyway. This will, hopefully, enable the Practice to sort out some of the ongoing issues with getting appointments that so many people have raised for so many years. I am told that when making an appointment if you need one in West Malling, you will be given this option. Of course, having more facilities at Kings Hill should mean more and better health services are available to all patients in the practice. I’m speaking to the Clinical Commissioning Group, who plan healthcare in the area, about this later in the week.

Many homes, especially flats and newly build houses, are sold as leasehold rather than freehold. This causes some issues especially where homeowners are reliant on others to get changes which improve the surrounding area. Sadly, here in West Kent we are not immune from this either.

The Competitions and Markets Authority have opened an investigation into the leasehold housing market. They're concerned about potential misselling, and whether leasehold contract terms are onerous and unfair in relation to ground rent, permission and other charges.

Please take a look at this link and provide information by 12 July to the relevant area if this applies to you. It's important that leaseholders are treated fairly and I'm glad the Competitions and Markets Authority are looking into this.

It was very disappointing to see travellers on the playing fields by Platt Memorial Hall. This behaviour is hugely disruptive and wrong, especially after recent incidents in Leybourne, Leybourne Chase and Edenbridge.

Kent County Council secured a court date later this week to remove the travellers immediately and instruct bailiffs, through a section 78 order, but they have now issued a section 61 order, meaning that the encampment has 24 hours to leave.

Disruption was significant, not just to students and staff with no playing fields to use, but the whole community too.

I’m concerned around the current legislation and have been working to tighten up existing laws, giving greater powers to councils and Kent Police. The 1st April saw the latest round of indicative votes on alternatives to the Prime Minister’s Brexit deal. I had no choice but to reject them all. Two were obvious – a second referendum or revoking Article 50 would simply reverse the referendum, so they were clear. The other two – so-called Common Market 2.0 and the Customs Union do not resolve the Irish border or allow us the freedom we need.

I continue to back the Prime Minister’s deal. It is the one we have negotiated with the EU and remains the only one that can be agreed now to end this. What’s more, it causes the least disruption to us locally in Kent and gives us the platform to develop our future relationship.

Smart Motorway works on the M20 between Junction 3 and 5 are causing chaos, especially when the road is closed overnight during the week. That is why I, along with Tracey Crouch, Helen Grant and Helen Whately have been pressing Highways England for many months now. I am delighted that they have, finally, agreed to our request to re-open the motorway at 4.30am on weekday mornings for gantry installations. You can see the letter I received here. This allows early morning traffic to set off on time, without delay, and will reduce congestion at rush hours.

Many bus companies and schools have shared our concerns, and I am delighted they have listened. This should help reduce rush hour congestion and I’ll be pushing for this to be implemented throughout the works.

The changes at Tonbridge Station have taken quite a bit of getting used to for us all. While the wider footpaths are helpful getting to and from the main entrance, there’s been quite a bit of confusion for drivers, pedestrians and anyone else passing the station in the past few weeks. I appreciate many are sceptical about the scheme, which is why I wrote to Kent County Council (KCC) to ask for some changes. Here is the relevant part of their response.

I’m pleased they have listened so far. The yellow box at the Waterloo Road junction has started to make a difference, as have the additional ‘green men’ on the crossings. As their letter to me states KCC are continuing to look at other changes to help traffic flow better. This could also include extending the yellow box and having ‘green men’ on the far side as well. But the changes so far are helpful and testament to all of our south Tonbridge councillors who have joined with me and pushed KCC so hard for these to be made.

It's also great that KCC have confirmed the Café Nero bus stop on the High Street will be sorted out in the summer. This is something I’ve raised repeatedly since 2016 and, better late than never, they will proceed with the works here soon.

Great news. Not only have Kent County Council managed to keep open all of our libraries, but they’ve increased the hours from what there is, or was planned, at four of them. Tonbridge, Hildenborough, Hadlow and East Peckham will now see this valuable resource available to all for more time than previously planned.

I’m particularly grateful to County Councillors Richard Long, Michael Payne and Harry Rayner for their work to make this happen. Tonbridge Library will now be open for an extra 5 hours longer than originally planned, while Hildenborough will have 8 more hours. The table below shows they are just a few across the county who have been successful.

It's an example of good councillors delivering for their communities. We are lucky to have such dedicated champions locally, delivering for us all.

Delay Repay Fifteen

Reducing delay repay from 30 minutes to 15 minute delays will have a significant impact for commuters in West Kent, given that most journeys are between 40 minutes and just over an hour to London. It will also help financially, given the extraordinary cost of regular commuting to London, and means that passengers can finally get something back.

That’s why it is important that we do not wait for the delayed franchise to start before introducing this. I’m pleased the Rail Minister agrees that this doesn’t have to wait and will look into introducing this as soon as possible.

This week is the deadline for the responses to the Kent Minerals Site Plan. This is a really important document as it proposes some developments which would have a significant impact on local towns and villages. The extension of Stonecastle Farm Quarry in Golden Green is particularly worrying for many residents, and the turnout at the village meeting a few weeks ago was impressive.

Here's my response to the consultation. You’ve until midnight on Friday (8 March) to get yours in too. You can do so by e-mailing mwlp@kent.gov.uk or writing to the same address I have. There’s also an online form available on the Kent County Council website.

It’s better news for those concerned about the proposed quarry in Ryarsh though. That’s not put forward in the Minerals Sites Plan. Last week, I met with pupils from The Malling School to discuss something that matters a lot to them - speeding. Sadly, on the roads around our community the speed of traffic has increased and left many in danger from reckless drivers travelling just meters away from schools and putting innocent lives in danger.

Aaliyah, a pupil at school, got in touch with me after some of her fellow students were almost involved in serious accidents. Now, she is campaigning for the speed limit to be reduced on New Road and Beech Road. She has started a petition, a link to which you can find here, and I would encourage you to sign it. It was brilliant to see these young people trying to make such an important change to their community, and they have my full support in trying to make this happen.

Operation Brock

Operation Brock started this morning. It begins the process of controlling traffic in Kent by closing some lanes and eventually the M26. That would have impacts on all of us. I’ll be taking steps in Parliament this week to make sure that we not only honour the result of the 2016 referendum as soon as possible, but we also help prevent some of the chaos that could happen locally if the M26 is closed.

Wednesday 27 March saw another series of votes as we try to navigate the complexity of unpicking our 40-year relationship with the European Union, so called ‘indicative votes’. As I’m sure you know by now, I support the agreement negotiated between the UK and EU. It represents the best way of transitioning from our current close relationship to a separation while defending the economic interests of our people.

I have also been very clear, in line with the promises I made at the General Election in 2017, that I am committed to leaving the European Union as soon as possible. That’s why I cast my vote against revoking Article 50. I rejected the idea of a second referendum because I don’t think it would bring clarity or heal the divisions in our country.

The other options were either not realistic, near identical to the current Withdrawal Agreement or subjects for the future status negotiations and so not relevant to the Withdrawal Agreement we need to pass before any future talks can begin. Some were also interesting ideas, which could have found a way forward in the future if a majority of MPs backed them. That’s why I abstained - they do not answer and cannot answer the question we face today. I will respond when the moment comes and not seek to restrict our options now.

10 Minute Rule Motion - Tony’s Law

Today, I introducted a 10 Minute Rule Bill to increase maximum sentences for child cruelty offences, from 10 years to life imprisonment.

People who inflict what amounts to torture on the most vulnerable and defenceless individuals in society must be punished with utmost severity. I am appalled at what happened to Tony, in awe of his resilience, and in admiration of Paula and her family who have shown unstinting love to him. I will keep working with the Paula, Tony and the whole family to make sure abusers like those who hurt Tony serve sentences that truly reflect the crimes they have committed.

Over the past few months many drivers have noticed the significant potholes which have been developing very quickly on the A21 bridge over the River Medway, by the Leigh Flood Storage Area. It’s resulted in lots of puncture and the costs that go with this.

I’ve raised this with Highways England, and thought you’d be interested in their response here. The investigation has revealed issues with the viaduct which will need resolving. This will probably result in disruption while the repair work is completed.

If you live in Tonbridge or Hildenborough you’ll remember the disruption caused when the dual carriageway to North Farm was being built, so sadly we might have more. But the potholes develop so quickly it’s important for Highways England to get to grips with this as soon as possible. Let’s hope they can do so, and minimise disruption at the same time.

Many will remember Kent County Council's consultation last year, the ‘Big Conversation’, about the future of rural bus services. Well, following this they’ve had some ideas on how to manage specific routes going forward. This will involve some significant changes to the number 58 route which currently runs from Addington, through Trottiscliffe, Wrotham Heath, Ryarsh, Birling, West Malling and East Malling, all the way into Maidstone.

Now, KCC plan to cut this so you have to change en route. They’ve two ideas, one involving a change at Martin Square, Larkfield and another involving a change at Maidstone Hospital. Clearly if the former happens then it will end the direct link all communities have with the nearest Hospital.

That’s why I’d encourage as many people as possible to have your say, especially if you use the bus at the moment. All the details are available online, including draft timetables at www.kent.gov.uk/westmallingbuspilot.

Finally, KCC are running two consultation events ahead of the deadline for responses on 19 February 2019. They are at:

Many people were disappointed that the public meeting in Edenbridge, held a couple of weeks ago, was full well in advance of the meeting. I know why. It’s an exciting project for the town.

But if you couldn’t attend the meeting, there’s still a chance to see more about the proposals. This Wednesday, 19 December, there will be a drop in session between 10.30am and 1pm in Room 1 at The Eden Centre. If these plans are something that interest you, it would be worth going along and hearing the experts speak about the plans.

There will also be display boards from Monday until 7 January 2019, so if you can’t attend on Wednesday, make sure you head to the foyer of The Eden Centre before then to find out more about the project.

We are now in the last week available to submit our thoughts on the draft Tonbridge and Malling Borough Council Local Plan. I am grateful to everyone who has contributed so far, and made their thoughts clear.

It is essential that as many people as possible have their say on this. This will define growth across the borough until 2031 and is our last chance to have our say before it is considered by the Government Inspector. Please encourage all your neighbours and friends to have their say too. You can respond by e-mailing localplan@tmbc.gov.uk or by writing to the same address I have. Handing in Ryarsh Petition


It’s almost unprecedented to have around 3,500 residents unite against a proposal which would significantly affect the community. I’m pleased that so many people made their views heard, and am grateful to everyone who helped achieve signatures. It was an honour to present the petition on behalf of the community to the House of Commons last night.

Kent County Council’s Draft Minerals and Waste Local Plan does not allocate the site at Ryarsh for quarrying, which I know will please all those who signed the petition. It will now be for Kent County Council to decide ahead of a further consultation next month, and I hope they take into account the strongly held views of residents in and around Ryarsh.

Congestion Question

While it is important that works on the M20 are completed as quickly as possible, finishing at that time is having a significant knock on effect on morning traffic. Following the letter that I and neighbouring MPs Tracey Crouch, Helen Whateley, and Helen Grant wrote to Highways England about this, I raised it with the Minister in the House of Commons.

This will encourage more people to use the WI Hall, and all the shops on the High Street, with free parking more readily available. I’m grateful for the help of Edenbridge Town Council who have fought for this change with me for several months now.

Of course, I’d also like charges removed on weekday evenings and will continue to raise this with GTR at every available opportunity.

If you or your family live in sheltered housing provided by Clarion Housing Group, you may already be aware of the changes they are proposing to make to the services provided by Centra. I hope that anyone who may be affected has already received a copy of this information, but if you have not and will be, please let me know.

Clarion have proposed that they will introduce a new concierge service that will be staffed by ‘LiveSmart Managers’, and a variety of changes will mean that the amount of support you might receive from Centra will change considerably.

These proposals at the moment are just that, and no decisions have yet been made. It is highly important that, if these changes are likely to affect you, or someone you know, you make your views heard to Clarion.

Until Monday 12 November, everyone who lives in Tonbridge and Malling borough has the chance to have their say on what is probably the most important council consultation in years, the draft Local Plan.

The Plan will shape our community for generations, and identify the infrastructure that needs upgrading and improving so that we can get to work, school, and the doctor whenever we need. It’s easy to respond, just e-mail localplan@tmbc.gov.uk

Whether you agree with the proposals or not, now is our chance to make our voice heard. Responses will be sent to a Planning Inspector, who will assess the quality of the arguments, so it’s crucial we present good planning arguments if we want changes made.

I’m already challenging the government to make sure we get the homes we need, and that the Government isn’t demanding too much of our community. But I need to know from you what you think. Please let me know by emailing me on tom.tugendhat.mp@parliament.uk.

We’ve just heard that the M26 will be closed between 8pm and 5am from 15 October until 19 October, and then again from 19 November until 29 March 2019, for ‘central reservation works’, though we know no more than that. It will cause chaos in the area, with villages like Borough Green and Platt already suffering significant traffic problems. These closures have come without warning or consultation and are unacceptable.

The M26 has been suggested as an alternative to Operation Stack. When this was first proposed, I made it clear it was an unworkable solution. I wrote to the Transport Secretary and met the Roads Minister back in the Spring to tell them exactly this. Then in May, I was assured in person by the Government that the M26 was not being used, and this was reconfirmed to me again last week when I had a phone call with Highways England about alternatives to Operation Stack, where they told me they had no plans to use the M26.

The lack of information on these works is concerning, which is why I’m demanding answers from the Department for Transport and Highways England.

 

Transport Question to the Secretary of State

Highways England confirmed to me last night that they had been instructed by the Department for Transport to increase lorry holding capacity on the M26. That’s why I raised the matter in the House of Commons this morning. After months of asking it was the first time the plan was confirmed.

The good news is that the closures planned M26 are not as bad as first feared and will now be from 10pm until 5.30am until Monday next week, and then from 10pm until 5pm from 19 November until 21 December.

I’ll be taking up the Transport Secretary’s request for a meeting. I wrote to him in April to ask to speak to officials if plans were made for the M26. As recently as last week I was assured the M26 wouldn’t be prepared to be a huge lorry park.

Closing the M26 would cause chaos across Borough Green, Platt, Ightham and the surrounding area and I am doing all I can to force the Department for Transport and Highways England to take into account the views of local residents. After all, we live here so will be the most affected.

I was pleased to meet with the Transport Secretary and Roads Minister to make it clear what a bad and unworkable idea closing the M26 to store HGVs is. They apologised to us for not consulting with the local community before commissioning the works. Thankfully the Transport Secretary agreed that other options were preferable and he would like to pursue these before the M26 was considered.

Though they insisted that the M26 was unlikely to be needed, Sir Michael Fallon, MP for Sevenoaks, and I made clear that the local infrastructure could not cope with the plans without investment. The impact on villages like Platt, Borough Green and Wrotham, as well as the wider area, could be significant.

I will continue to be in close contact with the Department for Transport to make the case for our communities. The M26 is unsuitable for holding HGVs and I will do all I can to make sure it isn’t used in any scenario

I was pleased that Kent County Council, Tonbridge and Malling Borough Council and Sevenoaks District Council were able to join with Sir Michael Fallon MP and me to make clear to the Roads Minister and Highways England that their proposals to use the M26 are unworkable. We were all united in saying this loud and clear.

Following our meeting, both the Department for Transport and Highways England have promised to go away and look again at the plans, and particularly the impacts on local roads such as the A25. It is also encouraging that, if needed, additional powers could be granted to Kent County Council to limit roadworks, change bus routes quickly and prevent HGVs parking in country lanes. We are all looking forward to meeting again to hearing what progress they have made.

As many of you who used this bus know, it has been cancelled, with little to no warning and with no alternatives provided by Arriva. Understandably, this has caused a lot of frustration for parents who have now had to change their own plans in order to get their children to and from school on time. Not only that, but they are not sure how their children will get to school in the future, when many of the buses are overcrowded, or fail to stop. This is simply not acceptable.

That situation needs to be urgently addressed, and that is why I have written to Arriva to ask what communication they had with schools, parents, and pupils about this cancellation, and how they will ensure that there is sufficient capacity through Hildenborough going forward.

I’m delighted that we’ve secured £2.3million of funding for improvements to the Leigh Flood Storage Area and also for local embankments in Hildenborough. This is excellent news for anyone affected by flooding in Leigh, Hildenborough or Tonbridge.

This will allow the flood reservoir water level to be increased to 29 metres at Leigh and install a new control structure and pumping station on the River Medway. As a result of these funds over 1,500 homes and businesses will be protected.

While there is still more to do elsewhere, this is excellent news for Tonbridge, Hildenborough and Leigh.

Some of you may have read my articles local newspapers, or seen my interview on KMTV about Tony Hudgell, a bright and happy 3-year old child from Kings Hill, with a deeply sad past.

For those of you who haven’t yet heard this disturbing story, at 41 days old Baby Tony was admitted to hospital with multiple injuries including fractures to all his limbs and dislocations to all his joints. His injuries had been caused by the very people who should be protecting him most in the world, his parents. And not only that, but they had waited anything up to 10 days before taking him to the doctors in an unresponsive state. Whilst in hospital Tony developed sepsis, toxic shock and multi organ failure. Then, if Tony hadn’t already suffered enough, last year, due to the injuries and infection he sustained, he had to have both of his legs amputated. And for all this, his parents only received a 10 year sentence. Though they will only have to serve 5. They deserved more, but received the maximum sentence allowed. You may also have recently heard of the abuse suffered by 19-day-old Bailey Smyth-Osborne at the hands of his parents. They received just an 8 year prison sentence. This cannot be right. Judges must be allowed to give longer sentences in cases like these. That is why I have been working with the incredible Hudgell family to ask Parliament to change the law and raise the threshold for maximum sentences in future cases. But we can’t do it without your help. Please sign the petition to call for tougher sentences for child cruelty. Crimes like this must be sufficiently punished.

We all know that demographic changes have seen pressure rising on the NHS. For patients registered with West Malling Group Practice, this can mean difficulty in getting an appointment. This is unhelpful at a time when there is also the ongoing question mark surrounding its future on West Malling High Street.

The situation seems to be getting worse, so I’ve written to the Practice to ask them to look urgently at their procedures. It is clear something must change, and I want to work with them to ensure they deliver for all residents in West Malling, Kings Hill, Leybourne and other local villages.

Following my previous post, I’ve some good news about West Malling Group Practice. Shortly after receiving my letter the Practice sent around an update in which they confirmed they have sold the site at Milverton, West Malling, and have agreed a deal to lease back the whole site so ‘face to face appointments for patients will remain at the West Malling site for many years to come.

This safeguards medical services in West Malling. I’m pleased that the Practice have listened to the strong views that I, and many residents, have made frequently, which is that a town like West Malling needs a GP Surgery providing key services for all residents. However my concerns about booking appointments remain, despite the increase in queue length, and I look forward to working with the Practice to improve on this.

I’m very proud to have helped keep the West Malling surgery open. There’s more to do. Healthcare is vital to our whole community and our GPs deliver a fantastic service.

Many of us have had problems with the X1 and X2 bus when trying to get from Kings Hill to West Malling station or Maidstone. The old route and timetable meant the bus was unreliable. This got worse in May when the new train timetable threw the buses completely out of sync.

After raising this with Arriva, I’m pleased they listened and have introduced a new timetable that should mean you can step right off the bus and onto a train, or into school. This should make a real difference all of us who rely on the buses.

Mobile Phone Signal in Kings Hill - KMTV Report

Poor mobile signal in Kings Hill has been a problem for far too long, and I cannot understand why companies won’t put up these much needed masts, they would benefit just as much financially as we would to have better signal.

It’s been months since they said that they were on the case, and yet nothing has been done, and I’m getting frustrated by the lack of progress being made. Phone operators need to start taking this seriously – peoples jobs and lives are being affected every day.

I’m keen to get public transport working in our area, and, in addition to the welcome changes made by Nu-Venture to school routes, Arriva have delivered some changes too. On Monday Tracey Crouch and I held a meeting with Highways England’s senior managers to discuss our concerns about the Smart Motorway Scheme on the M20. While we didn’t get a great deal of movement on some of the existing issues, such as full lane resurfacing with quieter tarmac, we did hear about plans for an enhanced planting scheme which will make a difference at the end of the project.

I followed this up by asking the Transport Minister, Jesse Norman, about this in the House of Commons today. I’d like to see noise concerns taken more seriously and am encouraged that they understand how important this is.

You might have seen the reports over the weekend that the Department for Transport are looking at the M26 as an alternative to Operation Stack if it is needed in the future. This is a proposal which I will strongly resist if it is taken any further.

The M26 is a crucial part of our strategic road network, and the lack of slip roads at Junction 5 of the M25 makes the westbound carriageway the longest in England without a junction. Closing this for days will cause chaos through all the villages along the A25, and communities such as Borough Green, Platt and Wrotham will be inaccessible.

I’ve already written to the Transport Secretary and met the Roads Minister to voice my opposition. I’ll be re-emphasising my points again. The M26 connects every community along it and the M20 with the rest of the country and cannot be closed for days on end to park lorries.

At the beginning of the week I spoke at RUSI - Royal United Services Institute for Defence and Security Studies- about a revolution that is needed at the heart of government. Specifically, a revolution that gives the Foreign Office responsibility for strategic control of a bigger foreign policy budget that encompasses diplomacy, intelligence, defence, development aid, international trade and leaving the EU.

The success or failure of our foreign policy is now more important to the future health and prosperity of our nation than since the end of the Second World War. We need to focus on things like our rule of law, which Britain has spread throughout the world, and re-establish the centrality of the United Kingdom in foreign policy thinking post-Brexit.

Leefest (now Neverworld), which takes place at the beginning of August each year at Wilderness Farm on Wilderness Lane in Markbeech, has produced some noise issues in recent years. The time has come again for Sevenoaks District Council to look at the license of the event, and the deadline for comments received is now today. This year they have chosen to submit a Premises License to regulate noise at the event between 2 August and 5 August.

I'm aware of the disruption this event can cause so would recommend commenting on the application should you have been affected in previous years. Now, with the need for a new plan even more pressing than before, Highways England have launched a consultation to help find a new solution that will work for everyone.

Whether you feel that you will be directly affected or not, I would strongly encourage you to reply to the consultation. You may remember that at the end of last year, Kent County Council launched a consultation which put 78 bus services in Kent at risk of being cut, including many in our local area, but then ended it before it had even really begun.

Six months later, and Kent County Council have launched the ‘Big Conversation’ programme, on the future of rural bus services. Unlike the previous consultation, there have not been any buses earmarked for cancellation, and instead three ideas have been put forward by the Council to retain local connections; feeder services, bookable flexible bus services, and the use of taxi-bus style services instead of a bus. It all sounds very positive, but I am equally concerned that it will be another attempt to cut many of our much-needed services.

Over the few months KCC will be holding a number of public meetings throughout Kent to increase engagement, and where you can find out more about the ideas already suggested. To get more information and provide feedback through the online questionnaire, please visit ww.kent.gov.uk/bigconversation.

Heathrow Third Runway

MPs have approved a new runway at Heathrow. I was one of the MPs to vote for it, but sadly I wasn’t called by the Speaker to participate in the debate.

I was planning on raising two important consequences of expansion that would impact us locally. First, an additional runway means more flights, so the flight paths that aircraft take has to change too. That’s why I’d like to see the Land Compensation Act 1973 amended so that residents who are now overflown, and will be in the future, can receive compensation for the motorway that may be constructed above them in the sky.

And the second point that I would have raised is that, as we have seen so often over the past few years, there is no recognition of the needs of communities in the aviation industry. I want to see the responsibilities of NATS and the CAA re-evaluated so they have to take into account local communities. The government's policy is, after all, to treat noise as importantly as growth. It’s about time the industry started taking noise seriously, as even in Kent, we could be impacted from the additional flights over us heading for the third runway at Heathrow.

Nu School Bus for Kings Hill

As you probably know, I am passionate about making our local bus service work for everyone for years they have been unreliable, and have had timetables which have not worked for everyone. Kings Hill and West Malling have been at the forefront of many issues. That’s why I am delighted that Nu-Venture have stepped in with an alternative service which will make an incredible difference to students travelling to schools in the west of Maidstone.

From 18 June, two new services will run; the 56X direct from Kings Hill to Somerfield Hospital, leaving ASDA at 0740 and arriving at 0820 and the bus in the evening will return from the Somerfield Hospital at 1542. Meanwhile, for students at the schools on the Oakwood Park complex, the 588 will run via Mereworth, Wateringbury, Teston and Barming. This will leave Tesco in West Malling at 0731, Kings Hill ASDA at 0737, Kate Reed Wood at 0745 and the Wateringbury Hotel at 0754, arriving at the Tonbridge Road bus stop for 0820. In the evenings, the return journey will start in the school grounds at 1530 from Tuesday to Friday, and at 1450 on Mondays.

I’m grateful for Norman Kemp at Nu-Venture for introducing these much-needed buses. The usual passes can be used here and cash fares are available.

Question to the Health Secretary

The future of the GP Surgery in West Malling remains uncertain. That’s why I took the opportunity today to raise this with the Health Secretary, Jeremy Hunt MP, in the House of Commons.

His response is clear. Premises, such as those in West Malling, need investment and this requires dedication for the long term by partners and the NHS in the GP Practice. I’m glad Jeremy agrees with me that West Malling is worthy of its own GP Surgery and I’ll continue working with the Practice to see if we can provide greater certainty on the long term future of the branch.

On Wednesday 16 May I will be meeting with David Statham, Managing Director of Southeastern, who, at a recent meeting, said that there was still room for slight negotiations in the timetable. There is also another timetable change in December, and I will try my best to ensure that residents get the service they deserve. But to do this, I need to know from you exactly where there are problems and where it needs to change.

At the recent workshops held by Highways England, we heard about the plans for the M20 Smart Motorway scheme and the lack of mitigation being planned. There remain no noise barriers in rural locations, no immediate planting scheme, and no resurfacing of all the lanes on the carriageway.

Following these sessions I, along with neighbouring MP Tracey Crouch, have gone back to Highways England following our disappointing response to ask for them to look again at the mitigation planned. We’ve also raised this with the Government, to whom Highways England is ultimately accountable, because the evidence is very clear that people’s lives will be significantly affected as things stand.

This is a battle which I will continue to pursue and I hope Highways England can be more responsive than they have been so far.

Resurfacing the M20

Since Highways England began works on the Smart Motorway between Junctions 3 and 5 of the M20, a number of trees have been cut down to allow for the construction of the project. If you live in Addington, Ryarsh, Leybourne Chase or any other community near the motorway I’m sure you’ll have heard an increase in noise recently.

That’s why I’ve called, along with Tracey Crouch, for Highways England to resurface the whole road with the quietest possible road surface. Currently they only plan to do two of the four lanes.

Here’s our letter to the Chief Executive asking for a rethink. It seems sensible to do all the lanes while the works are taking place, particularly as the existing surface is nearing the end of its useful life and the other lanes are being completed. Let’s hope Highways England bosses see sense.

It’s crucial to keep Kings Hill moving as much as possible. That’s why it’s important that access has been completed between Kings Hill Avenue and Beacon Avenue. This will have a positive impact on traffic flow across the area, particularly near the Sports Park.

I’m pleased that the road has been opened earlier than planned, and was delighted to cut the ribbon to mark this. From today, all cars can use the road. This will help mitigate the impact of Tower View being closed soon to install the much needed pedestrian crossing linking the new development with the schools and shops in Liberty Square.

I know many of you remain concerned about Tower View being shut, and have asked why this couldn’t be delayed until July when the impact would be lesser. This is ultimately a decision Liberty have made, but I’m glad they have agreed to open the new road early.

A few months ago Kent County Council (KCC) launched a survey to get feedback on the regeneration of Tonbridge High Street. Though I haven’t seen the results, I’m sure many comments will touch on the wider pavements for pedestrians, but also the traffic jams caused when buses stop outside Café Nero. Many of us wonder why the stop is there and not in the loading bay or removed altogether.

I’ve written to KCC many, many times now to ask why this isn’t the case. Usually, I am told that the pavements would need to be higher, and it would not be possible or would cost too much. After the consultation they’ve changed their tune. The latest answer I’ve got said “it may well be that the layby is converted for bus use. This is by no means straight forward as often there are several buses arriving at a time and so the available space is limited”.

Although not yet a definite plan, it seems KCC finally acknowledge that something needs to be done to ensure traffic flows more smoothly. I will continue to raise this with them to ensure that they will look again at how the High Street works for everyone – including cars.

My assignment was to greet a group of young school children and escort them to their guided tour. It was a joy to see the excitement on their faces as we approached the Castle. We have so many amazing tourist spots in Tonbridge and Malling, and even more in Kent as a whole. Many of them reveal fascinating parts of our history, and provide great fun for the whole family. As Tourism Week draws to a close and summer approaches, I would encourage you to go and discover some of the wonderful sights that we have, and enjoy being a tourist in Kent for the day.

Roughetts Road Sandpit Letter

I know so many people are concerned about the proposal for a sand quarry on Roughetts Road in Ryarsh. I’ve spent some time writing to Kent County Council to highlight some of the important issues with this. I thought it would be helpful to publish, in full, my letter to the Minerals and Waste Planning Policy team and my response to the consultation.

Thanks to everyone who has got in touch about the supposed cut in evening bus services by Arriva between Pembury Hospital and Tonbridge.

I have established that the service is not going to be cut, and we will have at least a half hourly service until 7.47pm on a Monday-Friday, 7.57pm on a Saturday and 5.50pm on a Sunday.

This is excellent news and I’m delighted that we have been able to step in and confirm the future of this vital service. I couldn’t understand why the buses would stop before outpatient services finish at 5pm!

Roughetts Road Sandpit

If you live near Roughetts Road in Ryarsh then you may have been surprised to receive a letter from Kent County Council dated 19 December 2017 about Kent County Council’s consultation on Minerals Site Plans, as one of the sites being consulted on is called ‘Site M8, West Malling Sandpit’ which is to the west of Roughetts Road, and south of the M20.

The proposal being consulted on is for 3.1million tonnes of soft sand extraction and 500,000 tonnes of silica sand extraction over a 24 year period, along with a 5 year restoration at the end to return it to agricultural land.

I appreciate that finding about this so close to Christmas has caused considerable concern. Fortunately, the consultation lasts until 29 March 2018 so we have time to submit our responses. These can be e-mailed to mwlp@kent.gov.uk or sent to KCC Minerals and Waste Planning Policy, First Floor, Invicta House, Kent County Council, Maidstone, Kent, ME14 1XX.

Ryarsh Parish Council are holding a public meeting at 8pm on Monday 29 January to discuss this. If you’re interested in the proposal, it might be worth attending. This proposal would have a major effect on Ryarsh and surrounding villages for decades to come so it is important we make our views heard.

2018 looks like it's bringing good news to Edenbridge. Over Christmas we heard about plans to bring Lidl and Home Bargains to the site opposite Kewell’s on the junction of Station Road and Fircroft Way.

This is a welcome proposal and would provide many jobs as well as making good use of the site and bringing much needed investment into this part of the town.

I’ve been working to keep open the surgery in East Peckham. Sadly, after two years of struggle, and with the active support and determination of the Parish Council, we have not succeeded. The £250,000 we need to improve the existing surgery - or build a new one - is just too much. I’m disappointed that the Woodlands Health Centre in Paddock Wood hasn’t been willing to invest what is needed despite the Parish Council offering to pay nearly half. And I am now concerned for the patients who rely on it.

For many it won’t have a great effect, the main surgery is just a few miles away, but for those with mobility difficulties and who don’t drive, the bus connections are poor. And though the pharmacy is excellent that’s no replacement. That’s why I’m calling for a dedicated link between East Peckham and the surgery. Without it the cost in taxis will be enormous or, worse, people will delay going to see their GP risking complications.

In West Malling there is a similar issue. By scaling back the services on the High Street more people will need to go to Kings Hill and Leybourne. Those surgeries are being improved, which is great, but those who find it harder to travel need the West Malling High Street as a hub for the whole area. I emphasised this point to the practice when I met them and encouraged them to keep the West Malling service viable.

The achievements of our improved NHS mean people are living longer and healthier lives, that adds to pressures and demands more investment in areas like GP’s surgeries. I’m going to keep fighting to ensure everyone has easy access to their GP, no matter where they live.

Following GTR’s decision to postpone the introduction of its Thameslink service on the Maidstone East line for a year until December 2019, which would have provided an excellent service from West Malling and Borough Green to the City of London, I met with their management team to discuss their reasons.

It was a useful, if not wholly positive meeting. In short GTR are keen to phase in the introduction of their Thameslink services rather than introduce them all at once. Because they need to preserve existing services on their network, they say this is why we are in the situation where our service has been delayed.

I’ve left GTR in no uncertain terms that they need to do all they can to bring the service forward, if possible. They are contractually obliged to implement this service so it will happen. I hope that, should the introduction of the first round of services go well, our date can be moved forward as December 2019 is far too long a wait for a service which was promised years ago.

I was delighted to attend the Dedication ceremony for Bishop Chavasse Primary School with the Bishop of Rochester, Rev James Langstaff and the Headteacher, Mrs Weeks.

Based on land next to the new Somerhill Green development, Bishop Chavasse Church of England Primary School opened its doors in September to its first two classes of reception children. The opening of this traditionally run primary school marks the return of Church of England education to Tonbridge.

This is already a fantastic school adding to the range serving the needs of our community here, in Tonbridge. I’m proud to have played a small part in making today a reality. I’m pleased that we can celebrate all the hard work that has gone into this school today and I wish everyone involved best wishes for the future

The new Leigh Flood Storage Area is being improved as part of the Environment Agency's Action Plan for the next 5 years along the River Medway and its tributaries. This is good news for many of our towns and villages. I was pleased to be there when the plan was officially launched on Friday, and it was great to speak about the enormous benefits it will bring us, and those who are too often affected by local flooding. Lots of people in Edenbridge were worried with Tandridge District Council’s plans to build thousands of homes on the county boundary between Kent and Surrey. Yesterday, they have said these plans have been dropped. I’m pleased that one of the reasons cited is the poor road infrastructure which is a concern to everyone living in Edenbridge and surrounding local villages.

Thank you to everyone who got involved in the consultation, whatever your views. This demonstrates that councils must to listen to our voice and address the real infrastructure concerns.

As soon as my flight landed from Ireland, I was back to Penshurst where I was pleased to join Cllr Sue Coleman, Matthew Scott - our excellent Police and Crime Commissioner, and representatives from Kent Police at a public meeting organised by Sue about rural policing tonight. We discussed on lots of issues including the role of PCSOs, issues with rural crime and preventing crime too.

It was excellent to see so many residents attend to hear how our police force is working so effectively to keep our community safe.
