Spadework

I recently had the chance to visit Spadework who do some excellent work in our community working with adults with learning and other disabilities.

After winning Disability and Mental Health Charity of the Year at the Kent Charity Awards in September it was brilliant to visit and to see how they are expanding and developing!

Crosslight Tonbridge

Crosslight do so much good work in our community and many rely on the vital services that they provide.

Last week I had the pleasure of visiting the Tonbridge North branch to find out more about these services, the work that West Kent Debt Advice do in supporting Crosslight in the local area, and meeting the wonderful team that support residents in need.

Martyn’s Law

With thanks to Figen Murray and many others, #MartynsLaw will ensure stronger protection against terrorism in public places. I am delighted that today we are able to announce these proposals.

Working closely with security partners, industry and victims’ groups, these new proposals have been developed to ensure stronger protections against terrorism in public places.

It will place a requirement on those responsible for certain locations to consider the threat from terrorism and implement appropriate and proportionate mitigation measures.

Martyn’s Law will ensure better protection against the continued and evolving threat that the UK faces from terrorism.

Hugh Lowe Farm

Hugh Lowe Farm is fantastic and I recently had the opportunity to sit down with local farmers to discuss challenges that the industry is currently facing.

We all rely on farming, and it is important that it works for everybody, including those on the frontline who provide us with fresh local produce on a daily basis.

I also couldn't say no to trying the best strawberries in the country!

Tonbridge Job Centre

Tonbridge Job Centre have done amazing work for years to help our community.

It's a great privilege to have such a strong team supporting our town and it was great to meet everybody!

Edenbridge Minor Injury Unit

The decision by Kent Community Health NHS Foundation Trust to close of Edenbridge Minor Injury Unit immediately for over a month is a deeply troubling. I’ve written to the Chief Operating Officer highlighting my concerns and asking for more information of how they can re-open as soon as possible.

Derwent Day Centre

Derwent Day Centre, located at Tonbridge Baptist Church, provides a wonderful environment for older adults to spend time away from home.

They offer fun and engaging activities, and it was interesting to pay a visit to find out more about what's on offer!

Princess Christian's Farm- Hildenborough provides an outstanding service for people with learning and/or physical disabilities.

I had the opportunity to meet the team and to see what experiences are on offer to help individuals learn new skills.

Leybourne Castle Lake

I recently visited Leybourne Castle Lake.

With the help of Cllr Bob Ulph this area has been transformed into a brilliant nature park to be enjoyed by everybody.

It was interesting to hear about what the plans are for the future and the work that Bob is doing to enhance the local area for the good of the community.

I'll definitely be bringing the kids along soon!

Bus Strikes

The decision for bus drivers to strike has been taken out of the hands of Arriva by the Unite Trade Union and I have written to them explaining the significant upheaval that this is having, and will continue to have on children’s access to education, and the impact that this is having on parents work arrangements.

It is not right that after the significant disruption to education throughout the pandemic that we can allow our children’s education to be disrupted in such a way. There should be no barriers between a child and their education.

It is important that Unite ballot their members on the latest pay offer which has been put forward by Arriva, and which they make clear must be affordable for them, otherwise they risk the long-term stability of their business and the local bus network.

Bourne Conservative Branch Launch

Last Friday was the launch of the brand new Bourne Conservative branch at Shipbourne Village Hall.

I was welcomed by James Lark and Piers Montague and had a fantastic time talking to members about what they are doing in the local area.

Tonbridge Mobile Vaccination Unit

After writing to Paul Bentley, Chief Executive of Kent and Medway Integrated Care Board, I am pleased to see that the mobile vaccination hub will be returning to Tonbridge to help provide the Covid19 boosters.

The Plough, Trottiscliffe

I recently had the pleasure of visiting The Plough in Trottiscliffe. It is a fantastic local pub and it was interesting chatting with local residents and hearing more about the success of the community in buying it.

I also had the opportunity to meet the Chef, Alex, who has put together a brilliant menu full of local Kentish produce, accompanied by some fantastic local wine.

A20 Tree Felling

Before heading over for a meeting at the RBLI I wanted to have a look at the works taking place on the land next to Seven Mile Lane and the A20 at Wrotham Heath.

This has come as a big surprise to many in the area and Tonbridge and Malling Borough Council have served a planning enforcement notice.

If works continue, then I’ve also asked the Council to consider a temporary stop notice as it is essential that works only take place after planning permission is obtained.

This is valuable woodland and as we have seen recently in Tonbridge, there is the scope for further action against those who remove trees and woodland without consent first.

Death of Queen Elizabeth II

Security Minister

I was honoured to be asked by the Prime Minister to join the Government and serve as Minister of State for Security at the Home Office.

I am enjoying my work already, although it has been a particularly demanding start with preparations for the funeral of Queen Elizabeth II.

Although I am now in Government my work across Tonbridge, Edenbridge and Malling continues and I remain committed to using my role for the best for our community, and country.

2022 School Bus Survey

With the new academic year starting, I have opened my annual School Bus Survey to find out which services are working well, and which need improvement over the first few weeks of term. If you, or someone you know, has children of secondary school age, please ask them to complete my annual survey so they can have their say.

Recent changes announced by bus operators and Kent County Council (KCC) have caused some uncertainty with school bus transport this year and so it's more important than ever to let me know your thoughts so that I can raise these with the relevant operators and KCC.

West Malling Group Practice

I'm often hearing from patients at West Malling Group Practice about their experiences at the practice.

I’m pleased that West Malling Group Practice Patients Participation Group are also looking into this. They have launched a survey to identify your thoughts on how the surgery is performing, and priorities for the practice.

You can fill the PPG survey in using the link here. The PPG wish to gain the views of all who use the service and will share the results via the practice website afterwards.

Maidstone East Line services

Since I was first elected in 2015, I’ve been working to secure a regular service on the Maidstone East line to London Bridge.

After years of setbacks, we finally have a permanent solution.

Last week I spoke in detail with Southeastern about their plans for the timetable change in December. I am delighted this includes a new, hourly, service from West Malling and Borough Green to London Bridge and then Charing Cross.

The service will operate 6 days a week and will be more frequent than every hour in peak times. The journey time will also be under an hour, a significant improvement on what we have at the moment. The full timetable is here.

I’d like to thank everyone who has campaigned with me for this service over many years, and look forward to it being introduced in December.

Proclamation of King Charles III

I was proud to represent our community and country at the Accession Council where we proclaimed the King. At the first meeting between His Majesty and His Majesty's Government, I shared with King Charles III the deepest expression of our condolences and loyalty as his subjects across Tonbridge, Edenbridge and Malling.

Thank you to everyone who attended the proclamation at Tonbridge Castle, and all those locally across our villages. It was a bittersweet moment to sing the prayer and anthem, God Save The King.

To see so many come to hear the words proclaiming our new King, and welcome Charles III to the throne was inspiring.

The civic service hosted by St Peter and St Paul at Tonbridge Parish Church afterwards was particularly special. It showed our community at its best and demonstrated the respect with which we hold the monarchy.

Economic Crime and Corporate Transparency Bill

When chair of the Foreign Affairs Committee, I commended the government on the swift legislative action it took on dirty money following the invasion of Ukraine, but I implored them to go even further.

Now Security Minister, I am delighted that today we are introducing reforms that will make it much harder for kleptocrats to shield their ill-gotten gains and treat the UK as their safe deposit box. I am committed to delivering this vital piece of legislation to strengthen our fight against economic crime.

School Bus Services

I have written to Cllr David Brazier at Kent County Council to further stress the importance of clear communication in regards to the ongoing changes being made to local bus services.

You can read my letter above which highlights concerns that many residents have raised regarding just a number of specific routes, however, I have made it clear to Cllr Brazier that clarity is needed across the board and that up to date timetables and route maps must be provided so we all understand the situation.

Post Office Public Meeting

I have been spending a considerable amount of time working with the Post Office to secure their commitment to Tonbridge. It was a huge disappointment to many of us that they have left their unit with WH Smith. I have campaigned for a proper Post Office in Tonbridge for years, and am very grateful to Tonbridge and Malling Borough Council (TMBC) for providing space at Tonbridge Castle in the immediate future.

On Friday 2 September 2022, I will be joined by TMBC Cabinet Member for Economic Regeneration, Cllr Vivian Branson, as we hear from the Post Office in a public meeting at the Angel Centre. I hope you will be able to join us too. We will start at 7pm.

The future of Tonbridge Post Office

For years I have campaigned for a proper Post Office in Tonbridge. I know the future of Tonbridge Post Office has been a concern for many of us since they were asked to leave WH Smith in March.

For the past 4 months I have spent a considerable amount of time working with the Post Office to secure their commitment to Tonbridge.

Despite searching, the Post Office have informed me that they can’t find an alternative site. This is disappointing.

However, I am pleased that Tonbridge and Malling Borough Council have stepped in to secure its immediate future.

Although the Post Office closes at the end of this week, a new temporary counter will open at Tonbridge Castle for those who need access to Post Office services very soon.

While the Council were happy for this to start operating as soon as possible, the Post Office have said they need to train staff on it first. This delay is disappointing given that they already had staff in Tonbridge.

Without Tonbridge and Malling Borough Council bailing the Post Office out, we would not have any Post Office facilities in the town centre from next month.

So my enormous thanks go to the Council, and especially its Cabinet Member for Economic Regeneration, Vivian Branson, who has driven this solution which is clearly in the best interests of the whole town. Thank you, Vivian.

However the reality is this is only a temporary solution, and we need to make sure a permanent one is secured in the Town Centre.

That’s why I have invited Post Office senior management to come and address a public meeting in Tonbridge in the next few weeks. I will post details of the date and time on my website and social media sites as soon as this is confirmed.

Today’s news is a welcome relief, but not the full solution. The Post Office facilities at York Parade and Martin Hardie Way continue to be open until the Tonbridge Castle temporary counter is operational.

My thanks to Vivian Branson and everyone at TMBC who has secured this, and we continue to work together to keep the Post Office in Tonbridge town centre.

Future of 58, 70, 502, 88, 222, E1 and X1/2 Buses

On Wednesday, Kent County Council’s Environment and Transport Cabinet Committee will help decide the future of a number of bus routes across Tonbridge and Malling. They include:

  • 58; Addington, Ryarsh, Trottiscliffe, Birling to Maidstone. Withdrawal of the whole Monday to Saturday service.

  • 70; Borough Green, Platt, Offham to Larkfield. Withdrawal of all eight off peak journeys.

  • 502; West Malling to Wrotham School. Withdrawal of the Wrotham School service.

  • 88; Maidstone to Kings Hill. Withdrawal of the Monday to Friday service via Wateringbury, providing one journey in the morning and two journeys in the afternoon.

  • 222; Wrotham, Ightham, Borough Green and Shipbourne to Tonbridge. Withdrawal of four journeys Monday-Friday, and all Saturday services - excluding the school services.

  • E1; Edenbridge Town Circular. Withdrawal of the Monday to Friday service around Edenbridge.

  • X1/X2; Kings Hill to Maidstone. Withdrawal of the whole Monday to Friday service linking Kings Hill with Maidstone and West Malling Station

Buses are a lifeline to our community and all bus routes support children getting to school, parents getting to work, residents getting to doctor’s appointments, and we must make sure that this access is protected.

These routes are currently run with a subsidy from KCC, which they are proposing to withdraw. It is separate from the ongoing difficulty that bus operators have with their own commercial routes where they are dealing with the impact of the rapidly increasing cost of living resulting in fuel costs rising, the lack of trained drivers and in turn their increased costs too. This is what has caused Autocar to withdraw the 230 from Penshurst and Fordcombe to Tonbridge, for example.

I am pleased that Kent County Council are recommending no changes to the 208 service between East Peckham and Tonbridge, thanks to the excellent campaign by County Councillor Sarah Hudson. However, I remain concerned about the future of the routes above too. 

Here is the letter I sent to KCC during the consultation period. It is disappointing that despite over 2,500 responses, the majority against any changes, they continue to recommend that some routes are withdrawn.

Edenbridge Redevelopment

Great to welcome Sevenoaks District Council Leader, Peter Fleming, to Parliament as he briefed the District MPs on how the Council will best use the £1million of Government funding for local improvements.

While there, I also asked separately about the scheme to redevelop part of Spitals Cross in Edenbridge. It is clear that the Council wish to find additional parking and a new club and shop through housing development. However, the plans need further work and I will closely monitor how they respond to the consultation.

Hectorage Road Woodland, Tonbridge

Back in January, we were all shocked to see the scale of destruction of woodland behind Hectorage Road in Tonbridge.

For the past few months I have been working to see what can be done to investigate this further. The destruction happened without any notice to neighbours or local authorities.

Thanks to the proactive response from Councillors Jon Botten, Matt Boughton and James Lark, the site is further defended from protection by an ‘Article 4’ notice, and Tree Preservation Orders on those that remain.

Following months of discussions with the Forestry Commission, they have referred their investigation to the DEFRA Investigation Services. This could lead to sanctions against the landowner and potential prosecution.

I have written to the Secretary of State at DEFRA here supporting this referral and am looking forward to seeing where this investigation proceeds to. It is essential that this is investigated thoroughly.

Night flights to Gatwick

One option that has been suggested to ease delays at Airports has been to consider lifting restrictions on night flights, including to Gatwick Airport.

Understandably, this is a concern to many of us around Tonbridge, Edenbridge and surrounding villages. That's why I've written with a couple of neighbouring MPs to make clear that this will not resolve the issues.

Tony’s Law

Today (28 June) we see the results of years of hard work from Tony and his wonderful family.

We have been campaigning for stricter sentences for those who cause or allow serious injury or death to a child, and today, Tony’s Law comes into force to make sure this happens.

I am so incredibly proud of Tony and his wonderful parents Paula and Mark. Their tireless work has helped to protect so many young children.

Upper Haysden Lane, Tonbridge

Tonight (6 June 2022), Councillors will decide whether to introduce ‘traffic cushions’ along Upper Haysden Lane in Tonbridge.

The plans would involve concrete cushions being installed as a traffic calming measure right the way from the A21 bridge towards Brook Street. They would also include flashing school warning signs for Nexus School, and the speed limit reduced to 30mph.

Being the main road out of Tonbridge to the south west, Upper Haysden Lane is used by many of us and these changes would affect everyone using the road.

The scheme has been promoted by KCC and the County Councillors for Tonbridge are the best people to direct questions to; they will vote on this tonight.

Hilden Oaks Prep School

Hilden Oaks is a great school in our community.

It does some brilliant work and I am incredibly thankful for the work that the teachers and staff put in to take care and guide the children through a very important stage of their lives.

It was also great to meet forms 5 & 6 who led a very tough Q&A!

A21 Roadworks

Over the next four weekends, National Highways will be carrying out some important works to the bridges along the A21.

From tonight at 8pm, the A21 northbound carriageway will be closed from the Vauxhall Interchange to Morley’s Roundabout until 6am on Monday 13 June. This closure will also take place next weekend, 17 – 20 June at the same times.

Once this work has been completed the southbound carriageway between the same junctions will be closed over the weekends of 24 – 27 June and 1 – 4 July. Both sets of roadworks will also require one lane of the opposite carriageway to be closed.

Mr Ames Tea

Everyone knows the best tea is English, but did you know it was from Tonbridge? Reginald Ames Tea Merchants, or, Mr Ames tea have been blending and packaging tea in our town for ages. I went round the office, and tried some of the products. I’ve always got a pot on the go so it was great to see what else I should be brewing.

My tasting tests were noisy, but the best support we can give to this business is to make sure our community is a great place to live and work. I was pleased to hear their plans for the future.

Tonbridge Angels

The Angels are putting in a new turf, well, 3G turf, for the new season. It looks like a carpark now but the ground works are going to make it long-lasting and a fantastic pitch for more clubs to use.

I can’t wait to see how this helps the club reach its potential both on and off the pitch and I wish them luck for the upcoming pre season and the new campaign which looks set to kick off on 14 August.

Trooli's new office in Kings Hill is the nerve centre of this new industry and connecting communities. I went to look around. The team are amazing in keeping everyone online.

It was a huge honour to commemorate the new office of Clarke Williams in the heart of Tonbridge. Towns like ours need committed and dedicated local businesses, and this is exactly what they are. I’m delighted they have chosen to invest in our community and continue their support of much across our town

Shipbourne Road Cycle Lane, Tonbridge

Thank you to everyone who has asked why more bollards have been installed on part of Shipbourne Road cycle lane in Tonbridge. Sadly we were not warned about the plans to make this change by Kent County Council. 

As those responsible for our roads in Tonbridge, I have asked the Green Party County Councillors, Mark Hood and Paul Stepto, why these have been installed without any consultation. You can see my letter here. I look forward to their reply.

Kings Hill Football Club

Kings Hill Football Club’s summer football tournament a great event in our community. I was there on Saturday to celebrate a fantastic team who pulled it together and the teams who took part.

NIAB EMR’s new GreenTech Hub

What a difference 8 months can make!

I was incredibly proud to visit the new GreenTech Hub for Advanced Horticulture at the NIAB site in East Malling which I visited in September last year when it was halfway through construction.

Kent has a deserved reputation as the Garden of England, being home to many of the leading fruit growers and wine producers in the UK. The Hub will help strengthen our region’s reputation for innovative, sustainable food and drink production. In addition, it will support economic development in the area by bringing in new investment and creating jobs.

Edenbridge Crime Meeting

Thank you to Chief Inspector Mark Stubberfield, and Police and Crime Commissioner Matthew Scott, and ever one who was able to come along to our Crime Public Meeting last week.

We need more police in Edenbridge and the visible deterrence they bring. Many people raised important points that Mark and Matthew will use to deliver for us all. We need better safety and security in around Edenbridge and across our villages.

Edenbridge Memorial Health Centre

After years of hard work to make this project a reality, it was an honour to be able to mark the start of works on our brand new Edenbridge Memorial Health Centre last week.

This will be a facility that transforms healthcare in our community. It is a significant investment by the NHS and all healthcare providers in Edenbridge, delivering services we need in our town.

We have pulled together as a community and I’m very proud to have played a part in making it happen.

I’d like to thank everyone who has played their part in getting us to the stage of construction, and look forward to it being open late next year.

APRIL 2022

Bishop Chavasse

It was brilliant to meet with Mrs Strand, the new headteacher at Bishop Chavasse Primary School.

She really does have the best interest of the children at heart and I am incredibly supportive of the work she is doing so that this fantastic school can realise its potential.

Thank you to all the teachers and staff at the school who work around the clock to provide such an important service to the younger generation

Hugh Lowe Farm

Hugh Lowe Farm in Mereworth and Hadlow are doing fantastic work in producing wonderful fruits that we all enjoy.

It was a real pleasure to visit and discuss their upcoming plans for harvest, as well as how they are getting on with the seasonal worker scheme.

It was also a pleasure to meet two brilliant Ukrainian members of staff. We had the chance to chat and I was able to find out how the war has impacted them personally.

We have some brilliant farms across Tonbridge and Malling and each are a credit to our community and I am so proud of the work that we have all done to support those in desperate need.

Hildenborough Embankment Scheme

The Environment Agency have now submitted a planning application to Tonbridge and Malling Borough Council for the construction of the Hildenborough Embankment scheme, which will help prevent flooding in much of Hildenborough and protect more homes into Tonbridge and further downstream.

You can see further detail about what is proposed, and respond directly to TMBC here. The Environment Agency have put the latest information on their website here as well which explains their latest position, and I will continue to speak to them to make sure we have the best possible outcome.

Childhood Cancer

I'm sure every one of us has some knowledge of what it is like to either battle cancer or know a close relative or friend who has done.

This of course can be such a difficult time no matter the age of the individual, it is all but magnified when we see young children, whose lives have barely begun battling the disease.

We must make sure that in the months and years to come we embrace the waves of new technology and science that is helping so many to fight the disease in ways that we never before thought possible.

We must do all we can to support those fighting the disease and to give them the best chance of survival, one way to do this is to improve the availability for new medicines so that anyone fighting the disease has access to the best possible treatments

Technical Consultation on Street Naming

Until 22 May the Government are seeking views on their new proposals to give local residents the final say when it comes to naming or re-naming streets.

I know that so many of us believe certain street names help to develop a sense of community and hold a historical connection to an area.

It is also right that residents have a say in what decisions a council may make.

YMCA Up-Cycling Centre

It was great to visit the YMCA’s local upcycling centre in Tonbridge. I had the chance to see some of the brilliant projects that they are undertaking.

The YMCA upcycling centre assists many young people in developing new skills in upcycling. I am really supportive of the work they are doing to support young people and help them in learning important new skills which they will be able to use for the rest of their lives.

The centre upcycles bicycles and furniture and I would encourage anybody who has something to donate or would like something upcycled to pop by and find out more and maybe pick up a bike.

Fan-Lead Review

I’m really happy to see that the Government are adopting all 10 of the strategic recommendations that my friend Tracey Crouch MP proposed in the fan-lead review of football.

We know all too well locally how important it is to strengthen the game, and the adoption of an independent regulator, along with other reforms will help do just that. This is something that Tonbridge Angels have been calling for through Fair Game which seeks to sow the seeds of sustainability, integrity and community into football.

There is still a long way to go and it is important that the Government acts as quickly as they can to ensure that these proposals, called for by fans up and down the country, become a reality to safeguard our local teams

Future of Buses in our Community

Today I have written to Kent County Council to make it clear to them how important buses are to our community.

The proposal to reduce subsidies across a range of routes will impact many across our community and it is important that KCC are aware of the impact that this decision will make.

KCCs consultation closes on 20 April, and, like I have done, please respond so that is very clear how important these routes are to us.

MARCH 2022

The Oaks - Reverse Jobs Fair

The Oaks Specialist College hosted a Careers Fair for their students showing the skills and talents their students bring.

It was a pleasure meeting students and employers who could see the huge opportunity employing a brilliant new person could bring.

It was also great to talk to Matthew who interviewed me for his YouTube channel. His questions were challenging and insightful, really putting me to the test on topics such as Ukraine.

The team at The Oaks does an incredible job at supporting the students and helping them to find opportunities for future employment. The fair did an excellent job at breaking the stigma that those with extra needs are unable to do as good a job as those who have not.

Apprenticeships Fair 2022

It was brilliant to be back at the Apprenticeship Fair once again with Tracey Crouch, Helen Grant, and Helen Whately after too many years without meeting.

So many students are now learning that higher education comes in many forms and those who attend got the chance to chat and network with local and national companies to find out what opportunities they have to offer.

Events like this are vital in showcasing that there is much more out there for those who may not want to choose a future at University and I am already looking forward to next year’s event and see what more we can do to make these career opportunities more accessible for all students.

Hillview School

Hillview School for Girls has a determined group of teachers and exceptionally bright Government and Politics students.

It was also excellent to talk to the RS Department which are doing great work, shown by their outstanding A level predicted grades.

The students and staff impressed me greatly and I can’t wait to see what the future holds for the brilliant school!

Royal Rise Primary School Ofsted Report

The brilliant team at Royal Rise Primary School have recently been awarded Good after an Ofsted inspection.

After being placed in special measures only 6 years ago this is a fantastic result and one that all members of staff have played an important role in.

I enjoyed my recent visit to the school and had the opportunity to meet some of the wonderful staff members that have played their part in creating a fantastic school community. I am so proud of all they have achieved.

SES Water

It was fantastic to meet the team at SES Water at their centre in Bough Beech.

Their newly refurbished learning centre provides children with an interactive experience which helps teach them important lessons about water, including its treatment and the water cycle.

We had the opportunity to discuss their plans for the much needed works along the B2027, and I was pleased to see that their new plans have taken into consideration previous concerns that residents raised.

Consulting with residents and working with the local community is vital for any business and I was very pleased to see that SES Water are taking both of these very seriously. I am excited at what the future holds and how they are looking to engage with schools, students, and families.

Litter Angels

I had the wonderful opportunity to present Litter Angel awards to many deserving students across Tonbridge and Malling.

Students were encouraged to design a poster that helps to advertise the importance of recycling and the impact that littering can have on a community.

I was really impressed with all of the designs, with a special mention going to Emily from the Kings Hill School who was the overall winner!

Great British Railway’s Bid

Tonbridge is the centre of the railway network in Kent. It is one of the most well used stations in the south east of England and for the past 180 years, since the arrival of the railway to the town in 1842, it has seen the town grow around the station.

I am delighted to support the announcement by Matt Boughton, Leader of Tonbridge and Malling Borough Council, that we will be entering a bid for Tonbridge to be the new national Headquarters of Great British Railways. We have the heritage and rail infrastructure to make us the centre of the rail network across the country, not just here in Kent.

We need to let the rest of the country know why we deserve to be at the focal point of Great British Railways for decades to come. Please sign the petition below to show your support. Multiple Intelligence Hub

It was great to meet the team at Multiple Intelligence Hub who help to provide social day care for children and young adults.

The team put in a remarkable amount of work to ensure that children with additional needs have the support that they deserve.

It was brilliant to see the services they have on offer, as well as the different land based activities that they provide.

Organisations across our community, such as this, provide a crucial service for so many, and it is important we do all we can to support them.

Energy Minister visits Ightham to see storm disruption

It was good to have the minister for energy Greg Hands in Ightham today. We saw a garden where seven trees had come down cutting the power to many homes.

UK Power Networks crews are helping to get our communities powered up again after the storms and have reconnected hundreds of thousands already.

While there is disruption, welfare vans, like the one in the picture, are providing support. They’re providing wifi and hot food to communities who need it.

I know we have more people still to help and I trust the teams at UK Power Networks to get everybody who is still disconnected back up and running again soon.

Anyone in need of support should call their network operator on 105. Please do report if you have a particularly pressing need.

Tonbridge Baptist Church Ukraine Vigil

Putin’s attacks are not just on Ukraine but on all of us.

Thank you TBC and all local churches in Tonbridge for arranging a candlelight vigil and prayer meeting at the Big Bridge for 7pm tonight. I may not be back from Parliament to make it myself, but hope as many people can head down as possible.

JANUARY 2022

My thoughts on events in Downing Street

These past weeks have been difficult for all of us. We have learned that while we were being careful, staying apart, missing relatives, and separated from those we love at important moments in our lives, those who set the rules have broken them. Having made heart breaking personal sacrifices and experienced loss, this understandably has led many of us to feel angry and disappointed.

I share many of the thoughts that have been expressed to me and have found the views set out measured and reasonable. This is not about policy, it is about integrity and trust.

That’s why I have shared our views clearly with those who set the rules, because I know who I work for—our community, our friends, and our neighbours. What we are learning is that there is a pattern of behaviour that is undermining the efforts of those in healthcare and science, and across our community, to keep us safe. This is now distracting from the urgent work we need to fix our country after the destruction the Covid pandemic has brought to all of us. We need this to change—now.

From the huge rise in petrol costs, to the pressures on our health service, we need to resolve this crisis of trust so we can get on with making life better for us all. People working hard to serve our community, from councillors to carers, need us to get back to focussing on the priorities that matter so that they can deliver for us. I have made it clear to the Government what we think and I will continue to make our voice heard.

A26 Woodgate Way Parking

We’ve all noticed the steady increase in cars on Woodgate Way in Tonbridge in the past year or so. Many of you have said that parking on what is, in effect, the main road out of town to the south east can be dangerous when it forces us into the other lane of traffic.

Tonbridge and Malling Borough Council have stepped in to use their limited powers to try and find a solution to the issue.

Extending double yellow lines, as shown on this plan here, is one option available and until 30 January 2021 they are asking for our thoughts on this. Please make your views heard if you have concerns about parked cars on this stretch of road, details are here.

Energy Independence

We are too dependent on unreliable energy supplies. We need to invest in our independence and find alternative energy - or pay the price of rising costs and foreign control.

Gaywood Solar Park, Edenbridge

Gaywood Solar Project is being proposed north of Edenbridge, on the field next to the crossing of the Uckfield Line and Tonbridge-Redhill line.

Locogen are running a consultation at Rickards Hall today between 3pm and 6.30pm, so if you have any questions it might be worth heading down.

There is more information about their plans on the website in this picture, but this too will also have a significant affect on the local area if it proceeds.

Hectorage Road Woodland, Tonbridge

The felling of woodland north of Hectorage Road in Tonbridge earlier this month surprised us all. We need to understand why the works have taken place. I could see the woodland from my own office on Vale Road, and like all neighbours received no notification of any works programmed to take place.

Since this has happened I have been in contact with a number of parties as well as the land owners themselves to understand both the reason for works taking place, whether there is any requirement to return the land to its previous condition.

If you like locally and have any pictures and images of the land, before and after the work took place, I would be very grateful if you could send them over to me.

I have spoken at length with the excellent Tonbridge and Malling Borough Councillors for this part of Tonbridge, Jon Botten, Matt Boughton and James Lark, who have already secured an Article 4 notice on site.

Solar Panel Production

If you live near Borough Green and Offham, you might be aware that a company called Infinis Solar Developments Ltd are proposing a couple of significant solar farms. The details of each are here. 

I have been looking through the documentation and there is no information about how the proposed solar panels will be manufactured. This is important, given the well publicised links between forced labour in China’s Xinjiang region and the global production of solar panels. I have written to Infinis to seek assurance about how the solar panels will be manufactured.

The China Research Group, which I chair, is looking at this issue closely as we must do everything possible to ensure than all manufacturing is free from human rights abuses, including forced labour.

East Peckham Vaccine Centre

Seeing Jag and her colleagues delivering vaccine boosters at Field Pharmacy in East Peckham was great and a real insight into the front line of our COVID defences.

Thank you to everyone helping to protect us all against Coronavirus. We need vaccine boosters to ensure as many people are protected as possible as we head into winter.

That’s why I’m pushing the NHS to identify more sites, especially in Tonbridge, and I hope these will open soon.

Leybourne Chase Surgery Building

While I await a detailed response from Kent and Medway Clinical Commissioning Group to my concerns about how development at Broadwater Farm will affect GP capacity in and around West Malling, Taylor Wimpey South Thames have put in a planning application to change the use of the unit identified for GPs in Leybourne Chase. 

With demand for GPs so high in the area, I am surprised to hear the organisation responsible for planning healthcare continues to oversee the reduction of space for GPs. First the loss of services in West Malling, now failing to deliver on the promise made to Leybourne Chase residents for a GP surgery on site. I am asking why this is happening.

Our GPs at West Malling Group Practice provide excellent care but struggle to provide the capacity needed. We already know the CCG Estates Strategy from August 2021 is out of date should Broadwater Farm go ahead, and failing to take advantage of the facility in Leybourne Chase will only make it worse.​

Future of Hayesbrook School, Tonbridge

There could be some significant developments for Hayesbrook School if Leigh Academies Trust, who run the school, have their way.

It is proposed that modifications take place to the school which would enable girls to be admitted from Year 7 in September 2023, and beyond. At present Hayesbrook is the only all boys Secondary Modern in our area.

Kent MPs joint statement on the sentencing of David Fuller

We are relieved that Fuller will spend the rest of his life in prison for his unspeakable crimes. Fuller, from his sexual depravity, brutally extinguished the lives of two young women and has devastated the lives of their families, as well as those of the dozens of women and girls whose dead bodies he violated.

No British Judge has ever before had to pass sentence on such a set of crimes and we applaud the trial Judge for the words she used and the whole life sentence she has imposed.

Although Fuller will end his life in prison, the sentence cannot relieve the grief of the families of his victims. There is now much unfinished business.

First, to learn how Fuller was able to commit his crimes undetected for so many years; to put right the faults that allowed it; and to hold to account those responsible for them.

Second, the maximum sentence allowed by the law of only two years’ imprisonment for each of these heinous crimes of the sexual abuse of dead bodies must be raised significantly. Today in the House of Lords, Baroness Noakes will move an amendment to the Police, Crime, Sentencing and Courts Bill to increase the maximum sentence to ten years for each offence.

Third, victims’ families must receive the counselling and support they need to come to terms with the shock of the news that they heard for the first time only 10 weeks ago.

We welcome the public inquiry that will be led by Sir Jonathan Michael. It must be comprehensive, unflinching and transparent. It must give victims’ families their say and to hear from everyone whose evidence is relevant.

We will support our constituents through the Inquiry and hope that it provides a basis for all the reforms that are needed.

Nothing will ever undo the horror and heartbreak that Fuller has caused the families of the victims. But we can and must be certain that no other family ever has to endure what they are experiencing.

Tony’s Law

After years of campaigning, Tony Hudgell will change the law.

He may have started off with the worst circumstances, abused by his birth parents, but he has now achieved something that few do - a law that will defend others, as he should have been defended himself.

I am proud to have been able to work with Tony and his real parents, Paula and Mark, to make this possible.

Tony's law will be coming into law very soon and I am enormously grateful to everyone in Government who has made this happen.

Gatwick’s Big Enough

Thank you to everyone who filled Penshurst Church for Gatwick’s Big Enough coalition public meeting on the Airport’s plans for a second runway.

Please do make your voice heard. There isn’t long left. While COP26 takes place in Glasgow, expansion at Gatwick seems incompatible with our climate challenge. Here in West Kent we get all of the environmental impact and very little economic benefit as a result. You can see my response to the consultation here.

Maidstone East line progress

I am delighted that after years of campaigning and many, many setbacks, we finally have some progress on securing better rail services on the Maidstone East line.

Southeastern – now under a different ownership – have confirmed that from Monday 21 February 2022 there will be additional off peak services on the Maidstone East line, serving both West Malling and Borough Green stations.

There will be 3 new services to and from Blackfriars in each direction, leaving Blackfriars at 0842, 1142 and 1442 and leaving Maidstone East at 0955, 1255 and 1555. I have asked for precise arrival and departure times from West Malling and Borough Green and will let you know when the timetable is published.

All trains will also call at Elephant and Castle, Bromley South, Swanley and Otford.

This isn’t the full service improvement that we need, but it is – finally – some progress. I am pleased that years of campaigning have started to work and the next stage is to get the frequency of service extended into peak times and, hopefully, the return of the full service to London Bridge we were promised many years ago.

Sovereign Way Vaccination Site

Great news for Tonbridge!!

The NHS, working with our borough council - TMBC - are bringing a new mobile vaccine clinic to Sovereign Way Car Park in Tonbridge.

This is much needed and I am pleased to see the NHS partnered with TMBC to deliver for our community.

I have been pushing for this over recent weeks and I am pleased to see that the NHS have listened.

I hope you will get your vaccine booster as soon as you’re eligible. 

David Fuller Trial

In light of the conclusion of the trial of David Fuller for the murders of Wendy Knell and Caroline Pierce, here is a statement from all MPs with constituencies served by the Maidstone & Tunbridge Wells NHS Trust:

“These appalling crimes have taken the lives of two young women and devastated the lives of their families and so many others.

“As representatives of our communities we stand beside the families of the victims in their grief and their outrage and we will support them and help them to find answers.

“These are some of the most depraved crimes that have ever been heard in a British court and that requires a response that matches their gravity.

“The families of Fuller’s victims deserve to know two things:

“How this could have happened; and that it can never happen again.

“This goes beyond the scope of the local NHS Trust to investigate and the Health Secretary must ensure that an inquiry is able to find the answers without delay.

“Nothing can undo the horror that the families of the victims are experiencing.

“We are determined to ensure that no other family ever has to endure what many of our constituents are going through now.”

X1 and X2 Bus

I’ve been speaking to Kent County Council about the future of the X1 and X2 bus which operates from Kings Hill. This bus route is funded for a set period of time from contributions from local housing developments. This funding expires early next year.

I’m pleased KCC are in contact with Arriva over a replacement timetable on a new service. However, they have warned that the pre-Covid19 timetable is unlikely to return unless there is a dramatic uptake in people using it. Even before the pandemic there was concern this might not be sustainable in the long-term.

Given the need for better bus services across the area I am keen that the X1 and X2 remain, and are well used, and will do everything I can to support this.

2021 Christmas Card

Congratulations to Inneke from St Margaret Clitherow Catholic Primary School, Tonbridge on creating the winning design for my Christmas Card this year. The Three Kings will be sent to thousands of people across our community and beyond.

It was a pleasure to present Inneke with her prize at a recent assembly, along with three other highly commended designs from Halli at The Discovery School on Kings Hill, Zofia Anna at Hever C of E Primary School and Ellery from Penshurst C of E Primary School.

I had hundreds of entries and picking a winner was tough. Each was enchanting, creative and beautiful, and some of them have added a very festive look to my office this year!

Food Waste

We have so many great local farmers who export goods around the world and are known for their top quality produce.

However, each year farmers are having to throw away tens of thousands of pounds worth of produce because the processors need more staff.

I will be working with others to encourage people to look at the food sector for their career. There are many opportunities today.

We can all play our part by buying fresh local produce which helps to employ local people and puts money back into our local communities.

Gatwick Airport Expansion

Gatwick’s plans to bring its standby runway into routine use are, in effect, a second runway at the airport.

Without unprecedented technological change, this will mean more emissions, more noise and a greater impact on our environment. In the run up to COP26 later this year, and with flights still limited due to the pandemic, this is the wrong time for Gatwick to expand.

Here, in Kent we don’t benefit from many of the economic advantages of expanding either. Connections by road and rail are poor. Tonbridge, Edenbridge and surrounding villages are hampered by the impacts of aircraft noise.

Given my previous concerns it will come as no surprise that I will be strongly opposing this proposal by Gatwick for a second runway and will do all I can to stop it.

Pembury Road, Tonbridge

A couple of years ago I started a long series of conversations with Kent County Council regarding flooding at the junction of Pembury Road and St Mary’s Road in Tonbridge, by the Police Station. Every time there is significant rainfall water takes a long time to drain away, right by the pedestrian crossing on this busy road.

I am very pleased that KCC have confirmed to me that after so much pressure, they have agreed to do something here. I hope the 3 new catchpits they promise will result in the bends in pipework being removed so flooding here becomes a thing of the past.

I will keep on encouraging them to prioritise this area as much as possible.

Princess Christian’s Farm

It is fantastic news Kent County Council have awarded The Kent Association for Spina Bifida and Hydrocephalus (KASBAH) the contract to continue the education and care provided at Princess Christian’s Farm from 1 November. This provides reassurance that the site will continue to give important support to young people with disabilities in our community.

I am pleased that Kent County Council have been able to secure this and glad that I could help to ensure Princess Christian’s Farm remains open as I know this is a vital service for many families.

Local businesses are at the heart of our local communities, just like Constellation Brewery.Rob was kind enough to show me around his great new brewery which he set up last year and It was great to hear how it has gone from strength to strength even throughout the difficult year that we have all had.I even had the pleasure of trying one of their wonderful lagers which was brilliant. So good I even bought a small cask to take home!I’d recommend anyone to head down to Constellation Brewery, you can find it at Unit 21, Orchard Business Centre, Sanderson Way, Tonbridge, TN9 1QF.

Leigh Flood Storage Area

Expansion of the Leigh Flood Storage Area is critical is our communities are to be best defended from the impacts of flooding.

“I am very pleased that the Secretary of State for Environment, Food and Rural Affairs agrees after a number of years spent identifying funding, drawing up designs and getting through a public inquiry. This has concluded with the River Medway (Flood Relief) Act 1976 being amended, which allows the height of the Flood Storage Area to be raised.

Construction will begin next year and in total there will be 1,400 homes and businesses whose flood risk reduces as a direct result of these works, and thousands more by allowing a greater amount of water to be stored upstream of Tonbridge, Golden Green and East Peckham.

The project is funded by Government through a variety of sources, along with contributions from Tonbridge and Malling Borough Council and Kent County Council. Thanks to everyone who has helped get this far; it is a major milestone crossed to a better defended community from flooding.

TMBC Garden Waste Collection

I’m pleased that a creative alternative is being introduced which will see our garden waste emptied free of charge by TMBC in coming weeks.

This involves using the available drivers to deliver the service in full, and further details on how this will work are available on the TMBC website. It is certainly better than no collection at all and I look forward to seeing how it works.

Broadwater Farm

The whole nature of East Malling, West Malling and Kings Hill would change if development at Broadwater Farm is approved in its current form. Tonbridge and Malling Borough Council are being asked by developers to consider a huge 900 home development. Please do have your say using the reference 21/02719/OAEA here.

There will be many questions and concerns about the development. One which is particularly critical is health provision in the area. For no fault of their own West Malling Group Practice are struggling to see people as quickly as we would like. It is down to Kent and Medway Clinical Commissioning Group, the organisation who plans healthcare in the county and responds to planning applications, to ensure this is addressed appropriately.

In light of the latest proposals for further development and the difficulty we have with healthcare provision in the area, I have asked the Clinical Commissioning Group to confirm they will be objecting to development on these grounds. You can see this letter here.

Tip Booking System

Kent County Council are currently asking us for our views on the need to book an appointment at the tip.

For many – especially while garden waste suspensions are in place in Tonbridge and Malling – we have been using this to dispose of some of our rubbish.

Although KCC seem very determined to keep the booking system, we should still let them know what we think, especially if you would rather it went back to the previous system where we could turn up when we liked.

Uckfield Line Timetable

GTR have confirmed their timetable on the Uckfield Line from Monday 6 September. Unfortunately this does mean that the service is going to every two hours between 1030 and 1630 heading to London, and from 0907 and 1507, and 2107 and 2307, heading to Uckfield.

Although this is disappointing news I am pleased that peak time services are being prioritised. The key now will be making sure that Southern can train enough drivers on this route so they can restore services throughout the day.

I am delighted that Kent County Council have started the Urgent Procurement Process for Princess Christian’s Farm.  This is great news for our community and provides some certainty to those who attend.   I have also spoken to KCC about working towards agreeing an extension to the current licence. This will hopefully allow for Princess Christian’s Farm to continue to operate until the end of the year whilst procurement takes place.  I know this has been a difficult time for those involved and I hope that a new suitable provider is found soon to continue this wonderful service which supports so many.

He was well liked within Edenbridge and made such a difference to many of us, being closely involved in the building of the Mont St Aignan Way bypass and many other community matters over the years.My thoughts are with Gillian and his family.

There have also been some changes to local bus services in the Summer Holidays. For example the 208 in Tonbridge now has the majority of buses serving Cannon Lane as well.

In addition the E1 Edenbridge circular has made a great start, so please do support all our excellent operators who need to recover from the pandemic just like we all do.

Kent Bus Service Improvement Plan

I am delighted that the Government has made improving bus services a priority, as this is something we need to make sure happens across our whole community.

The National Bus Strategy is a vision for future bus service improvements across the country. As part of it, Kent County Council can, and will, submit a Bus Service Improvement Plan. This sets the standards of service we would like to see on our buses.

To assist KCC are running a simple survey to inform their response. It focuses on what would make bus travel more attractive to you, and detailed suggestions of routes that need improving.

Please do fill this in. Across our community there are many, many routes that could do with improvements and this is our opportunity to tell KCC and the Government what we want to see. You can fill in the survey here before 29 August 2021.

Please do mention everything you want to see from our bus network, down to specific services. This is our moment to secure better bus services for years to come.

Seven Mile Lane Speed Limit

Princess Christian’s Farm

The impending withdrawal of education and day services at Princess Christian’s Farm in Hildenborough is a huge disappointment. I am determined that we should work together with all parties to find a solution for the students, staff and all those connected to this wonderful site. It was established with a gift in 1910 from a daughter of Queen Victoria for the purpose of agricultural education and passed to Kent County Council to continue the service. In recent years it has been in partnership with Hadlow College.The financial difficulties that Hadlow College has faced are well known, and I have spent a much of the past two years working with all parties to resolve them. While we must be grateful for North Kent College making sure educational provision continues at Hadlow and West Kent College, it is disappointing that they are unable to renew the contract.Kent County Council have responsibility for Adult Social Care and also own Princess Christian’s Farm. I have spoken to their leader, Councillor Roger Gough, who understands the seriousness of the situation and he has written to me and confirmed that all options remain under consideration to continue delivering services for those in need at Princess Christian’s Farm. I know alternative providers are interested and will do everything I can to ensure they get a fair chance at taking on the services. I’ve followed this up again here. Congratulations to Matt Boughton on being elected as the new Leader of Tonbridge and Malling Borough Council. He has huge shoes to fill following Nicolas Heslop’s 9 years running the Council and I look forward to working with Matt and his new administration.

I know Matt very well and he has the passion and drive to deliver for everyone across Tonbridge and Malling. There is much to do, not least sorting the bin collections, and I know Matt will lead the Council on an exciting journey.

Aldi Kings Hill

Aldi’s proposal for a new store off Alexander Grove in Kings Hill raises a question for all of us: Does Kings Hill want another supermarket so close to Asda and Waitrose? This will have an impact on the community if it goes ahead and it is important that your views are considered. I would like to hear from you and would be grateful if you could let the company know too.

A planning application has not yet been submitted to Tonbridge and Malling Borough Council and any plans will need planning permission first.

JUNE

A25 Road Closure

Recently I visited the ongoing sewerage works on the A25. These works are causing huge disruption to many lives and I saw for myself the scale of the operation. I was able to talk to members of the team at Southern Water who explained to me their plans and how they were progressing. Southern Water are currently hoping for a completion date of around late August. We discussed how this could, perhaps, come forward if all things worked smoothly and they aren’t met with complications.

I also took the chance to meet with residents along Windmill Hill. This has become a rat run, making it dangerous and is causing problems for many. We discussed a range of different ideas as to how we can best manage the increased flow of traffic along the road since the roadworks on the A25 began. I’ve spoken with Councillor Harry Rayner at Kent County Council and I’m pleased to say he’s already finding solutions. I am hopeful that we can find a resolution quickly. The team at Southern Water have committed to helping with the repair work that is required due to increase in traffic. This includes, reinforcing grass banks, and providing residents with temporary barriers to help prevent damage to private property.

I will continue to keep in contact with Southern Water and Kent County Council throughout the repair process. I’ve also been using this as a good opportunity to put pressure on Transport for the South East about the need for slip roads at Junction 5 of the M25, their response is here.

Tunbridge Wells Hospital - New Pharmacy Aseptic Unit

Visiting Tunbridge Wells Hospital in Pembury recently to open their new Pharmacy Aseptic Unit and to visit the Emergency Department and thank this amazing team always a huge privilege. This is a fantastic centre at the cutting edge of drug preparation making treatment better for so many.

It also gave me the chance to deliver trauma teddies wonderfully knitted by some of the residents who live at St Giles Lodge in Tonbridge. During my visit I also had the privilege of meeting some members of the Tunbridge Wells Scrubbers, a group of people from around the area who have helped to make scrubs for the hospital throughout the pandemic.

It was an honour to meet so many hard working members of staff and thank all those who have done so much for us all throughout the pandemic. We are so lucky to have them there for us when we need them.

Tunbridge Wells Local Plan

Tunbridge Wells Borough Council are currently consulting on their Local Plan which contains plans for thousands of homes extremely close to the border with Tonbridge and Malling, specifically in Paddock Wood and Tudeley. 

The impact of this development could be significant on Tonbridge and surrounding villages, including Golden Green and East Peckham. It would likely result in many more cars on our roads and place significant strain on infrastructure without appropriate planning. 

Anyone can respond to the Plan and have your thoughts heard. I would strongly encourage you, and any of your neighbours, to do so. The deadline is on Friday, 4 June at 5pm and details on how to respond are available here.

The increase in litter across Tonbridge and Malling borough and instances of bins not being collected has been a problem for many of us, and I’m glad so many of you have been in touch with me to share your concern and frustration. I have heard what you’re saying and share your annoyance. I am also concerned at the continued suspension of the bulky waste freighter and also that many residents in flats can’t yet recycle.

Tracey Crouch MP, who represents the other part of TMBC, has joined me in writing to the Leader of Tonbridge and Malling Borough Council, Nicolas Heslop, to ask for urgent action to address this. We all want a clean community and we’re working to achieve it.

Visit to Oakley College New Tesco Shop

Getting children ready for work is important for our whole community. No one does it better than Oakley College. I had the chance to visit the new Tesco shop within the school which is helping train and teach.

That gives work experience and life skills that will help everyone and for Tesco that means possible future workers and customers. Business and school partnerships make a difference to all of us and help our community.

The existing Tonbridge and Malling seat is slightly above the Boundary Commission’s quota, so I was always expecting some change but there is no part of the wonderful community I know so well that I would like to see go. It proposed two new seats, Tonbridge and Maidstone and MallingEast and West Malling are beautiful and vibrant communities, Leybourne, Kings Hill and Wateringbury are all fantastic places to live and I would be very sad not to have the opportunity to represent them again after the next election.Of course these are just proposals and changes are likely. So I’d encourage everyone to get in touch with the Boundary Commission to comment on their new seat, where they feel the connection between their community and surrounding towns and villages so any changes reflect how you feel best represented.You can do so here.

Leybourne Chase / Birling Road Update

Many people have been in touch recently because they’re concerned by the developments at Leybourne Chase. They’re not alone. Many of us are rightly worried at what’s going on and I’ve been speaking to Tonbridge and Malling Borough Council to make sure they know how worried people are.

The recent fire brought home the dangers and I’m grateful to Kent Fire and Rescue Service for their courage in tackling it.

TMBC are doing what they can to sort this problem as quickly as possible but they need help. Please do report any changes to planning.enforcement@tmbc.gov.uk.

Save St Lawrence Church Clock

Can you help keep the iconic clock going at St Lawrence’s Church, Mereworth? It towers above the village and is visible for miles around.

The current clock dates from 1894 and was rebuilt in 1972. However the mechanism has seized and the cost to put the clock back to working order is now £28,000

The Friends of Mereworth Church have, along with other grants, got pledges of nearly £20,000. With Saint Lawrence’s Church they have launched an appeal to ask for support to retain this historic village asset.

It involves relocating some car parking as well as reinstating the historic Walled Garden.You can find more details on the Ightham Mote website here. I know so many of value having such a wonderful house and gardens in our community and the National Trust believe these changes will enhance the visitor experience for many years to come. Whether you are in support, or have any concerns, do let them and TMBC know ahead of a decision very soon.

The Environment Agency’s newsletter this month details the work that is ongoing. You can read it here. I’m looking forward to hearing the outcome of the inquiry into the expansion of the Leigh Flood Storage Area. Should they be able to overcome the objections upstream, as solutions have been presented, this would prevent thousands of homes in Tonbridge and further downstream from being flooded in some of the worst case scenarios.

A25 Collapsed Sewer in Platt

I’ve had an update from Southern Water about the collapsed sewer on the A25 in Platt. They’re now saying they will have to close the road for the next 10 weeks to resolve the issues. I find this very long and will be pressing to see if we can shorten the delay in reopening the road. It’s unacceptable to keep this level of disruption for any longer than absolutely necessary. At the moment they are still investigating the existing pipeline to understand just how much is damaged, and the extent of the repair works needed.The pipe will be repaired by inserting a liner into the damaged pipe, or potentially open-cut trench work sections to replace the damaged pipe. Due to the extent this is what could take a significant amount of time.I am meeting with Southern Water as soon as possible to discuss how this can be shortened, how resilient the works will be considering longstanding sewerage issues in the area and how this will be communicated to all local residents better. In the meantime the diversion will have to remain via Wrotham.

It was a great privilege to declare Turmeric Square Kings Hill officially open. The expansion of this family business is extremely welcome, and I know they will serve all customers in Kings Hill as well as other restaurants have.Of course, during the latest restrictions Turmeric Square Kings Hill have already been helping, with a delivery service available ahead of re-opening to indoor catering. I look forward to visiting very soon.

Litter Angels

Sadly litter, in our town and village centres and rural areas, has become an increasingly major issue during the pandemic. One way to tackle this is to teach future generations about the impact it has on the environment.

Putting the artistic talents of our children to work changing minds and actions, I hope this will help everyone take pride in where they live and not drop litter. That’s why I’m encouraging primary schools in Tonbridge and Malling to take part in an anti-litter poster competition during September and October, in an effort to tackle litter, through the charity Litter Angels.

I look forward to working with schools across our area to help achieve this.

As many of you may know, I recently tabled an amendment to the Police, Crime, Sentencing, and Courts Bill, named Tony’s Law.

I had the opportunity to speak during Prime Minister’s Question’s and used this opportunity to ask the Prime Minister if he will support Tony‘s Law.

It was great to be online with Tonbridge Line Commuters at their AGM, where Southeastern, GTR and Network Rail each presented. It was the perfect day to talk about the huge changes Grant Shapps has announced, introducing Great British Railways and new flexible ticketing. This is important news for all of us. Roman Protasevich Arrest

The news that emerged out of Belarus is deeply troubling.

The interception of a civilian aircraft by Belarusian fighter jets is the first time we have seen air piracy for many years.

This was a hijacking that has since turned into a kidnapping and into a serious breach of international law.

I welcome the Secretary of State’s decision to suspend flights from the UK from passing through Belarusian airspace, however we must go further to protect our interests.

Tonbridge Parkrun

Many of us have missed the Tonbridge Parkrun so I met up with the leader of Tonbridge and Malling Borough Council, Nicolas Heslop to hear what we can do to help. Runners are keen to get back out as soon as possible but with hundreds of people taking part each Saturday morning, we need to make sure the local volunteers and organisers are happy to before we start again. This is about fantastic people who give their time freely for our community.

I’m pleased TMBC are fully behind the return of Tonbridge Parkrun, and Malling Parkrun at Leybourne Lakes too. I look forward to them resuming in a few weeks time.

Today, I addressed the public inquiry into the expansion of the Leigh Flood Storage Area. This would result in raising the height of the barrier to protect more homes from flooding in Tonbridge, Hildenborough, Golden Green, East Peckham and all communities along the River Medway.

The inquiry assesses whether the height of the barrier can be changed, as it requires a act of Parliament to do so. I told the inquiry that I am in favour of this, albeit with conditions that address the potential for increased flooding of land and some property in Hildenborough, Leigh and especially Penshurst.

Over the past few weeks I’ve met separately with a number of individuals and groups who are affected. Thank you to everyone for their time in helping me prepare. The inquiry continues into next week and a decision will be made in the coming few weeks.

Wateringbury Crossroads

Wateringbury crossroads remains the most polluted part of Tonbridge and Malling. This is despite the wonderful work of so many volunteers to install the living wall, which helps reduce levels.

I know many are concerned that a planning application in Yalding could revitalise a scheme rejected just a couple of years ago to provide for more cars going through the crossroads. We need to make sure the long term solution doesn’t just reduce traffic and speeding, but also benefits the village by reducing pollution too.

Local Councillor Sarah Hudson has done an excellent job in highlighting these issues and I’ve joined Sarah to ask Maidstone Borough Council and Kent County Council for reassurances that any funding won’t be used to bring back the last unpopular scheme.

Government Bus Strategy

Unfortunately I was not called to speak in the statement on the Government's new National Bus Strategy recently.

Buses go a long way in helping to shape our communities and it is crucial that now more than ever they are supported.

I welcome this huge investment of £3 Billion but it must be invested properly to ensure that our communities are better connected.

Imposition of Chinese Sanctions

Today it was announced that the Chinese Government would be imposing sanctions on myself, other Parliamentary colleagues, and a number of other British citizens.

Attempting to silence those elected by the British people is a direct assault of British democracy and our sovereignty.

Earlier this week the British Government sanctioned Chinese individuals who violate human rights on Chinese citizens. Today, China puts sanctions on individuals who defend human rights of Chinese citizens.

The contrast is clear.

Ships need to be built and maintained. We need to see servicing part of the contract, not an afterthought if we're going to see our warships at sea.

Angel Centre Mass Vaccination Hub

Recently I was able to visit the Mass Vaccination site at the Angel Centre in Tonbridge.

I am extremely proud of the work put in by so many in our community, from those who work in the NHS, to scientists who have helped to develop the vaccine, and those of you who have volunteered at local testing and vaccinations sites throughout the pandemic.

The Government announced only a number of days ago that anyone who is over the age of 50 can now book a vaccine appointment.

Uckfield Line timetable changes

Unfortunately, the impact of the current restrictions is hitting our rail operators too and for any key workers who have no option to travel by train, there are some changes which GTR will introduce from 22 February.

While the Tonbridge-Redhill line will be unchanged, the Uckfield Line is being reduced to every two hours between 1030 and 1630 heading up to London, and between 0907 and 1507 and 2107 and 2307 for services heading towards Uckfield.

GTR say that they will reintroduce hourly services in May, but I’ve asked them to do this earlier if they need to. The changes reflect current travel patterns and also that they have chosen to retain services on routes to mass vaccination centres, such as the one at Epsom Racecourse on the GTR network.

In total passenger numbers are at 15% of pre-pandemic levels, so we should not be surprised with some reduction, especially as some drivers and crew have to self-isolate. I know these changes may affect some key workers so if there are any particular services that will no longer run, let me know and I will do what I can to help.

Its now over two years since Tonbridge and Malling Borough Council submitted its Local Plan to the Planning Inspectorate. In the intervening time there have only been three days of hearings.

Whether you agree with the proposals in the plan or not, one thing we all need is certainty on where future development will be. We also need the ability to ensure that those sites not in the development plan can be resisted should there be good reasons not to build in particular places.

I’ve joined Tracey Crouch MP, as well as Tonbridge and Malling Borough Council themselves, in asking for the Government to intervene and ensure the remaining hearings happen urgently. The alternative could be thousands more homes being built across our communities. It would mean more greenbelt and green fields being developed, and taller, higher density development as well.

If this Local Plan is withdrawn then it also means around 3,000 additional homes would have to be found, in addition to what is already allocated. Without a development plan adopted we cannot get the infrastructure we need – better roads, more schools and GP places. 

I know many of the sites in the existing Local Plan are controversial. But the alternative could be much worse. Planning Inspectors can remove sites which they consider inappropriate, if they get to the point where the case is heard.

The Planning Inspectorate have refused to engage throughout the past two years. We hope the Government will. It is essential development happens at the right scale, in the right places, with infrastructure to support it.

I know there continues to be great concern about the effectiveness of the orcas on Shipbourne Road cycle lane in Tonbridge. It is something I have spoken with Kent County Council about frequently over the past couple of years, as sadly there have been some accidents.

Here is the response I received from Michael Payne, who as well as being Cabinet Member for Highways and Transport is one of our County Councillors for Tonbridge. Michael had requested that the orcas were removed and KCC has agreed this will be done. I’m also pleased that Michael has instructed a road safety audit be completed once the latest restrictions are lifted.

Thank you very much to Michael and Richard Long for getting Kent County Council to review this. It shows what a difference two effective County Councillors can make, and we certainly have this in Tonbridge.

More Kent Police Officers

A21 Closures

A word of warning to anyone using the A21 over the coming few months. Due to the need to reinforce the embankment on the Sevenoaks bypass, from 20 February 2020 for eight weeks the southbound section of the road from the M25 until Morleys Roundabout, for Hildenborough, will be reduced to just one lane with a 50mph speed limit.

There will also be a series of overnight closures so we should expect some disruption.

I’m in touch with the Highways England operations department responsible for the works so if you have any questions, please let me know.

We’ve had some excellent public meetings about the new Health and Wellbeing Centre on Four Elms Road in Edenbridge in recent years. Clearly we can’t do similar this year, so I’m hosting two different ones on Wednesday 27 January and Friday 29 January to update on progress.

We’ll hear from our local GPs, the Clinical Commissioning Group and Kent Community Health NHS Foundation Trust on the steps left before it opens next year. You can find further information here.

Affordable Housing in Four Elms

It’s great to see Hever Parish Council running a consultation on a proposal for affordable housing in Four Elms. Ensuring that our young people can afford to buy their first homes in our beautiful villages is a challenge that every community has to address.

Anyone in Hever parish, which includes Markbeech and Four Elms too, will be interested in the proposals here. The consultation closes next month.

It would be great to see this in many of our villages.

Broadband Improvements

As so many of us are working, or doing schoolwork, from home we all need decent broadband. This is defined by Government as 10Mbps download speed and 1 Mbps upload speed. After so many projects in our rural areas over recent years, 99.4% of homes can achieve this.

I’ve been working with BT on many improvements and we think there are around 620 homes which cannot get these speeds, but instead may be able to achieve a 4G based alternative instead. These are most likely in the ME19 postcode area around West Malling, as well as the Hever and Penshurst area. If you put your postcode in here you can see if this applies for your property.

Some people will receive a letter soon from BT advising that they are eligible for faster speeds. But please still check to make sure you are getting the fastest speeds you can. It matters to us all now more than ever before.

Meadow View Court, Wateringbury

Meadow View Court is a new extra care housing scheme in Wateringbury. While construction has gone on a long time, there are now 51 one and two-bedroom apartments ready to be occupied. These include two through an Older Person’s Shared Ownership scheme and a further 22 for rent via Tonbridge and Malling Borough Council.

Please do take a look at the new building. I know many of us will have driven past it on the A26 between Maidstone and Wateringbury, there is a virtual tour here.

DECEMBER

An Update on Operation Brock(23 December)

On Tuesday 23 December I had a meeting with other Kent MPs, Kent County Council and the Department for Transport about the closure of the French border. Clearly there are many concerning issues happening across the county at the moment.

First, work continues to encourage the French to open their borders fully as soon as possible, over the Christmas period. While Eurotunnel, Kent Police and the Port of Dover will do whatever it takes, we need the help of our French colleagues to do whatever they can as well.

Manston Airport is currently full and Operation Brock is in force on the M20. There are further stages of Brock to use. However, it is essential that HGVs do not come to Kent for the moment.

The welfare of drivers is clearly an issue and we will have all seen some of the scenes at Manston and in Dover. Mobile testing units are on their way, and food and essential supplies are in the right areas in East Kent. Sadly the blockades of some roads is preventing these facilities getting to drivers. These blockades also prevent HGVs getting to the Port of Dover when ferries start to run again.

Many HGVs are travelling with two, and sometimes more, drivers. This unusual doubling-up increases demand as there are many more people in the queue than there are HGVs.

There is also a further issue of fly-parking - HGVs who have not joined the Brock queue but are parked on rural roads right across Kent. If they were in the Brock queue they would have access to all of the food, water, and supplies necessary.

The military are involved and at the meeting I raised the issue of how negotiations are taking place with our French allies to get HGVs moving to France once more. The Government have done a good job to get the concessions they have so far, especially on testing, and I trust the French Government will continue to recognise the issues faced here in Kent.

Locally, it was confirmed once more that should extra capacity be needed the M26 does not form part of any traffic management plan.

Although the transition period has not yet ended, the plans put in place over the past couple of years have helped prepare for this situation. It is essential that France allows a full schedule of freight into the country over the next few days and HGV drivers follow the instructions within Operation Brock. Here they will have access to food, water, testing centres, and other facilities such as toilets - provided that blockades are lifted so these extra facilities can get in place.

Edenbridge Combined Medical Facility

At Prime Minister’s questions today I asked about the funding of the new Combined Medical Facility in Edenbridge. This is a great project for our town which will transform our health services, including providing GPs with a modern practice. We have seen this year more than ever just how we need to invest in our NHS and health services, at all levels, ensuring all communities have access to modern services.

 I’m keen for a commitment that the proceeds of the sale of the existing hospital will all be invested in the new building. This is important because the existing hospital was gifted to the community in 1919 by Mr Mason, a local landowner, to care for our local troops following the Great War. So it’s right that NHS Property Services use this to fund the new building - and I wanted to make this point clearly.

 The Prime Minister knows this is a project I fully support and am working closely with the CCG on. Planning permission is now secured and contracts are being signed. I look forward to it opening.

An Update on the Coronavirus Vaccine

On Tuesday 23 December I had a call with Kent and Medway Clinical Commissioning Group (CCG), who are responsible for organising healthcare across our area, about the rollout of the vaccine. I thought it useful to share some information on how this will work across the community. The first thing to say is that this is a huge logistical exercise and will take many months to complete.

Vaccines are being administered in four ways. Hospitals will have hubs where this will be delivered, and both Maidstone and Tunbridge Wells are up and running after Tracey Crouch, Greg Clark, Helen Grant and I met with the Vaccines Minister on Saturday evening.

GPs are also administering the vaccines in their Primary Care Networks, focusing on the over 80s and working down the Government priority list. In our area this has already started at Avicenna Medical Centre in Leybourne, covering West Malling Group Practice, Wateringbury surgery and other practices around the Snodland and Larkfield area. For anyone at Borough Green and Edenbridge Medical Practices, it will be available at the start of January at Sevenoaks Medical Centre. For patients at any of the Tonbridge GP surgeries, including Hadlow and Woodlands patients from East Peckham, further details will be available imminently on the location but the CCG have assured me we should look for details for the second week of January.

The reason it is not happening at every single GP surgery is due to the logistical challenges, equipment and supplies associated with administering the vaccine. Each box has 975 doses, which must be stored at incredibly cold temperatures and there is only a three day period to use them up once the box is opened. Each local centre only receives notification they will arrive at shortly before delivery, so it is a huge challenge for those responsible for rolling it out.

In addition we will also have large scale vaccination centres coming in the next few weeks, and there will be around eight of these across Kent. They will focus on health and social care staff outside of hospitals, and at a later date those residents in the lower priority age groups. Finally there will be roving teams of trained medical staff who will go into care homes, where residents can’t travel easily to the place where the vaccine is being administered. If the Oxford vaccine is approved then this will all happen even quicker.

I know this is a difficult time for all of us and that many of us would like the rollout to be quicker, but I hope we can at least be patient. You will be contacted when it is your turn to receive the vaccine by your GP – please do not phone them, they have enough on already!

Over Christmas I will keep talking to our local NHS staff, who have done an outstanding job, as well as the Government about making sure that our Tier 4 status means that as many vaccines head to us as a priority.

Earlier this year it was a pleasure to witness the construction of the new, state of the art medical centre in Tonbridge. This provides modern and up to date facilities for our GPs, nurses, trainees and other health care professionals. It will allow Tonbridge Medical Group to grow and better serve its patients.

We have seen this year more than ever the role all healthcare staff do to keep us safe. It is fitting that at the end of this Tonbridge Medical Group have a brand new facility to use. After many years searching for a suitable site, I am delighted Tonbridge Medical Group can consolidate here and continue the excellent care they provide to residents across the town.

European Union Trade Bill Debate

On 30 December I had the opportunity to take part in the debate, and vote on the agreed trade deal with the European Union which I was pleased to vote in favour of.

I have been clear ever since the referendum in 2016 took place that it is vital the UK achieves a trade deal with the European Union to avoid the disastrous impacts of a no deal Brexit on the economy and jobs and I am pleased that the Government has been able to achieve this. After years of acrimony and anger it is time to end the constitutional wrangles that have distracted us from our families and our friends. It is time to move on.

Throughout history the UK has a numerous different relationships with Europe, not just the EU. This new relationship will take getting used to and will bring new challenges and opportunities. With the end of the transition period only a couple of days, away the uncertainty for a number of businesses in Tonbridge & Malling is clear. We now have a chance to renew international cooperation and commit ourselves to the environmental revolution as we chair the G7 and COP26. This Government will set the agenda the world needs to protect democracies and the rule of law. 

I look forward over the coming weeks, months, and years to be a part of helping shape the future of the UK and representing your views while doing so. We all have a part to play I helping the UK achieve the best for everyone at home and abroad.

Britain will succeed if we remember our friends in Europe, the Commonwealth and the world. It is a chance for us to build new partnerships as well as building on the old. This is a new beginning and we alone are responsible for seizing it’s opportunities and forging a new future.

Tier 3 for Kent

Over the past few days I have raised many questions with the Government about the science behind the decision to place all of Kent in Tier 3. It places areas like ours under restrictions that cannot be justified by the figures.

Our community borders Surrey and Sussex where numbers are similar, sometimes higher, but fall in Tier 2, and for some use the same hospitals. In Edenbridge the figures are now just 5 cases, with none in the surrounding villages. This is a stark contrast to the numbers in the north of the county.

Blaise Farm Update

The Environment Agency have recently issued the Environmental Permit to the operators of the Anaerobic Digester Plant at Blaise Farm. 

The issuance of this permit now means that the concerns around odour, noise or environmental pollution from the site should firstly be directed to the Environment Agency.

This permit has been granted subject to the agreed commissioning plans, which have been set by the Environment Agency.   The treatment of waste material, mostly food waste from KCC domestic collections is now permitted and further commissioning can take place with inputs which are more in line with the materials that will be used in the future.

The Environment Agency have also outlined 4 pre-operational conditions which will need to be implemented and agreed by the regulatory officer prior to the site processing waste.  I am pleased to hear that these conditions include a full analysis to identify the cause of the odours emitted from the site last month, to ensure that this does not happen again.

Over the next few weeks, the Environment Agency will be reviewing the compliance of the operations at Blaise Farm. If you experience any further odours from the site or have any other environmental concerns, then please do contact the Environment Agency’s 24/7 incident hotline on 0800 807060 or contact them via email at Incident_Communication_Service@environment-agency.gov.uk.

As the Government continues to negotiate with the European Union, I know it is a concern to many about the impact leaving without a deal will have on traffic in Kent.

Since the Referendum result I have been engaged in many conversations with the Cabinet Office and Department for Transport about arrangements. I have consistently made the case, since we heard it was a possibility, that closing the M26 to park HGVs was unacceptable.

This letter from the Government makes clear the M26 is now off the table completely. I know so many people in Borough Green, Wrotham and neighbouring villages will be relieved at this.

Of course my preference remains that none of the contingency plans will be needed. That’s why I’m pleased that talks continue. But I’m grateful to the Government for hearing loudly the concerns that Kent County Council and others have also put forward about the M26.

This year, once again I ran my ever popular Christmas Card competition for local Primary Schools in our area. I was inundated with hundreds of entries, each enchanting, creative and beautiful. It has been a revelation to see yet again how many talented children there are in our county.

Picking a winner was incredibly difficult, but fortunately for Sienna from Chiddingstone Primary School she will have her design on the front of the thousands of cards I will send out this year. I would also like to congratulate Abby from St James The Great Academy in East Malling, Elizabeth from St Margaret Clitherow in Tonbridge and Graham from The Discovery School on Kings Hill for winning the highly commended prizes.

As the plant is currently being commissioned and while that’s happening, the regulatory powers remain with TMBC. An Environment Agency permit is not required during the testing phase. During this time, a feedstock used in the digester has been linked to the emission of excess hydrogen sulphide. I appreciate how unpleasant the smell has been so I'm delighted that TMBC have responded immediately and issued an abatement notice to the site to stop the hydrogen sulphide being released. The letter from TMBC here makes this quite clear.

I know many have also been concerned about the potential impact on health. I am reassured that TMBC have been in contact with Public Health England who have explained that the gas level present for the odour to be detected by humans is significantly lower than the threshold level for a detrimental impact on our health. In order to monitor this further, TMBC Environmental Protection Team officers are obtaining equipment to confirm the levels of hydrogen sulphide in the local area.

The next stage of the operations at Blaise Farm requires a permit from the Environment Agency to allow biodegradable and organic domestic food waste to be accepted and treated. Once a permit has been issued, the Environment Agency is able to regulate the site and ensure conditions of the permit are obeyed. This permit is expected to be issued in the coming weeks and I am assured that the necessary action will be taken to avoid the recurrence of the odour. I am disappointed that the Environment Agency do not have regulatory powers during the testing phase and will be looking into this further with the government.

I hope that this information provides some reassurance and I will continue to follow this matter closely. The recent incidents are not acceptable and I’m grateful for TMBC’s response.

Following my letter to the Chief Executive of Homes England on behalf of the hundreds of petitioners in Leybourne Chase, I received this response here. It is light on detail but, crucially, makes clear that Taylor Wimpey employees must leave the Board by September 2021.

This is the expectation of Taylor Wimpey as well who have made clear to me that they will be seeking volunteers for the role of Director for the rest of 2020. This will allow one to join the Board in January 2021, with the formation of a shadow board in February 2021 and further resident Directors in September 2021.

It is frustrating for all of us that this is so long. Taylor Wimpey have said they are acting in accordance with the LGM CIC Governance document, and Articles of Association and Community Trust Declaration, but I have made the point to them that there is nothing stopping them from leaving earlier should the shadow Board wish them too.

I will continue to do all I can to make sure this process happens on time or, preferably, earlier than planned. This is the best route to resolving the issues regarding the management of Leybourne Chase and means that all residents, can control what happens locally. I have spoken many times to LGM CIC and if you are interested in being a resident Director, or know someone who is, it is worth putting your name forward.

Ahead of the vote in Parliament on Tuesday, I joined other Kent MPs in asking for the Government to consider restrictions on a Borough or District basis. The numbers in Kent vary significantly from one area to another. We must make sure that any restrictions are proportionate to each community.

New National Restrictions

The Government's plans will cause many changes and many of us will lose even more control of our lives. For those of us who can, we should be able to help others, that means helping volunteers and charities.

That's not just about helping others but the mental and physical health of all of us. We need to have agency to avoid illness. That's why I'm pressing for a greater local mobilisation of efforts.

Parliament will vote on the lockdown restrictions on Wednesday. Please let me know your thoughts.

I know Kent County Council gets lots of requests to improve junctions across our area, but the Four Elms crossroads is one of the most notorious in the whole of West Kent for accidents. There have been calls for safety improvements for many years.

I’m pleased that Hever Parish Council have included the crossroads in its Highway Improvement Plan and that there is further work being done to make the junction safer. Any scheme which prevents speeding here, and particularly helps the turning left from the Four Elms Inn direction towards Edenbridge is welcome.

A huge thanks to everyone in Marlpit Hill and the wider Edenbridge community for signing the petition to Kent County Council asking for safety improvements at the junction of B2026 Main Road, Hilders Lane and Hillcrest Road. In total over 1,000 signatures were received, triggering KCC’s threshold.

I have been in touch frequently with KCC and was pleased to, finally, receive confirmation from the excellent Cabinet Member for Highways and Transport, Michael Payne, that they are now investigating measures to improve road safety. You can see from the letter here that these include, but are not limited to, existing restrictions around each of the junctions.

With the support of Peter Lake and Edenbridge Town Council, I know they will work with KCC Highways to make sure they address all of the safety concerns in the area. I will also continue to make sure the investigation is full and thorough and improvements recommended which will reduce the number of accidents, after too many this summer and in previous years.

After years of work by so many people associated with the school and in the community, confirmation that the new Platt C of E Primary School will start construction next month is fantastic. The school will open in September 2021, and be a wonderful blessing for the whole community.

The new School is a great improvement on the existing site, providing modern facilities for all students and making the most of a great site next to the new Memorial Hall.

Teachers, governors, the Diocese of Rochester and parents have worked so hard to get to this position. I’m looking forward to the new school being built.

Smells on Kings Hill

The smell on Kings Hill that anyone living or working near Blaise Farm can notice seems to be coming from the new anaerobic digestion plant. It is not yet at the stage where the Environment Agency have a permit for it yet so, understandably, the force of the smell is such that the possibility for Tonbridge and Malling Borough Council (TMBC) to serve a statutory nuisance should be considered. 

I've asked TMBC, the Environment Agency and Kent County Council as the authority responsible for waste disposal to do all they can to make sure that the smell disappears before too long. I was last in Kings Hill on Friday for my surgery so know just how the smell can impact every day life. We need to know what is being done to stop it as soon as possible.

Flooding on A25 through Borough Green

The A25 through Borough Green and Platt continues to be the scene of flash flooding, and I’m concerned that Southern Water have failed to properly repair the Sevenoaks Wastewater Pumping Station, which is the cause of many of the issues.

Along with our excellent Kent County Councillor for the area, Harry Rayner, I have asked Southern Water if they will meet with us to demonstrate how they will resolve the issue permanently. You can see our letter here.

The changes that GTR made to their services between Edenbridge and Tonbridge at the start of the school year really were unhelpful for students needing to travel between Edenbridge and Tonbridge by train. They unfairly punished those in Edenbridge with no alternative way to get to school.

Following weeks of discussions with GTR, kindly supported by Edenbridge Town Council and both Tonbridge Line Commuters and Edenbridge and District Rail Travellers Association, we have successfully secured to reintroduction of services which have been missing in the mornings for school children.

From 14 December, there will be trains leaving Edenbridge at 0738 and 0808. These will arrive at Tonbridge for 0753 and 0823 respectively.

These times are far better and I’m pleased GTR have restored the services.

Despite the weather, it was a pleasure to open the new Farmers Market at Reuthes in Ightham earlier this month, and meet with some of the new stallholders. Many of whom will be familiar as excellent local businesses, committed to supporting the community. They have all found lockdown to be a different challenge so please do support them.

Reuthes is a brilliant location for a Farmers Market which will run again in November, before a three day Grand Christmas market with entertainment and stalls throughout the site happens in December. This will give an opportunity to the small businesses that normally have stalls at some of the indoor Christmas markets which have been cancelled this year due to Covid19.

On the year of their 40th anniversary, and known throughout Kent and beyond for the annual exhibition in the Angel Centre, Tonbridge Model Railway Club are urgently in need of a new home to store the Club’s models.

Without a safe place to store their models, and being unable to continue to use the Scout Hut off Lamberts Yard, the future of the Club is at stake unless they can find a suitable plot of land, property, or even garage to use.

I thought it worthwhile to share this update I have received from Sainsbury’s regarding their plans for the former Beales shop in Tonbridge, since it closed some months ago. Sainsbury’s are responsible for any redevelopment of the Beales site, not Tonbridge and Malling Borough Council, and they are reviewing its best use considering the shopping patterns that we are all seeing – not just in Tonbridge, but across the country too.

I will continue to keep working with Sainsbury’s and TMBC who, while not responsible for the redevelopment, clearly have an interest like we all do in making sure than any plans Sainsbury’s come forward with will add to Tonbridge.

Replacement of the Addington Footbridge has taken far too long to happen, and I have been pressurising Highways England for a long time to speed up its return.

After too many missed deadlines, I am pleased they are finally doing the work and have been speaking to them about how this will be managed. Unfortunately, following too many overnight closures due to the M20 Smart Motorway project in the past couple of years, they have said that more closures are needed.

Earlier this month I met with Highways England representatives overseeing this project and asked for a definitive list of forthcoming overnight closures, so we all know when disruption caused by either the works by East Street, or diversions using the A20 will be. They have since written, here, confirming the dates. Unfortunately, since writing they have advised the bridge will now be lifted on Saturday 28 November.

I am closely monitoring these dates to make sure that beyond 18 December there will be no further closures of the M20, causing disruption to many communities. I do appreciate that the nature of installing a bridge will mean a longer closure for the weekend it happens, but am keen that they are aware of the need to limit all other closures as much as possible.

It was a pleasure to meet Ashley, Andy and the whole team at their offices. They are a great example of a local business, creating jobs every month for local residents, and giving us a service that we all need.

Wateringbury Community Air Quality Gardens are located on the busy crossroads in the centre of the village and consists of grasses that collect particulates, Alchemilla mollis which absorbs more than 40% more nitrogen dioxide compared to other plants, as well as other species which attract bees and other pollinators.

Wateringbury is in a recognised Air Quality Management Area and National Lottery funding contributed towards the cost of this community project, which also involved the Village Hall trustees who have lent their water supply, and the Friends of Wateringbury who planted and will maintain the gardens.

It was a pleasure to officially declare the Gardens open with Tonbridge and Malling Borough Council Leader Nicolas Heslop, Borough Councillor Sarah Hudson and local residents. The volume of traffic through the busy crossroads in Wateringbury makes the area a hotspot for pollution. Having a Community Air Quality Gardens at the junction will make a significant difference to reducing pollution for all in the village.

Many will have seen this letter regarding the future of Edenbridge Minor Injuries Unit at the War Memorial Hospital. Having used this frequently with my children I was as concerned as anyone when I saw it!

I’ve been in touch with Kent Community Health NHS Foundation Trust who have confirmed that the Minor Injuries Unit will remain open at the War Memorial Hospital. The only difference we will see is an appointment system being introduced. Other than that the x-ray facility will still operate, the nurses will be there and the treatment options remain the same.

Any changes referred to in the letter refer to Sevenoaks, which is changing to an Urgent Treatment Centre. However for us in Edenbridge this is not happening.

Following a number of days of conversations with GTR, and supported by Tonbridge Line Commuters and Edenbridge Town Council, I am pleased they have heard our concerns and provided an alternative for students needing to get from Edenbridge to Tonbridge to go to school.

While it has not been possible to put on an extra train, GTR have put on two additional single decker buses leaving Edenbridge at 0723, Penshurst at 0740 and Leigh at 0745, and arriving in Tonbridge at 0800. There is a contingency bus as well. This is all in addition to the two trains, with the 0824 arrival being timed to arrive at 0817 instead.

This is an improvement on the original plans and I am grateful to GTR for listening and everyone who identified this as an issue. It is not perfect but it is an improvement. GTR will assess the viability of the bus until 18 September so if this timing works for you, then please do use it, as I know the 0817 arrival won’t work for Weald of Kent and Hillview students.

It is important that those who are thinking of using this service do so from the start. GTR will not run empty services for long so we need to show them that this connection matters.

Dental Surgeries are one of the essential services most affected by social distancing measures and the Government has worked hard to ensure that we all get the treatment we need, throughout lockdown. This couldn’t have happened without the work and dedication of all Dentists, including Dr Riley and her staff at Fourways in Borough Green. It was a privilege to visit them after helping secure financial support during the period when they were closed.

It was great to see the measures which are being taken to prevent tooth decay and gum disease and witness the very high standards of care and infection control.

While Autumn is now upon us, the sun is still shining and some people might be tempted to use the River Medway as somewhere to jump, dive and swim.

It’s only right I share this warning from the Environment Agency about the dangers of doing so. There are many parts of our community, not least Townlock in Tonbridge, where antisocial behaviour is an issue for local residents

I’ve been working with Kent Police to reduce incidents here and I know local Councillors Jon Botten, Matt Boughton and James Lark are fully aware of the issue, and have arranged for better signage and monitoring around Townlock.

However this is a danger up and down the River Medway and its tributaries and the warning from the Environment Agency is one we must all listen to.

Following the decision of Tonbridge and Malling Borough Council to unanimously reject plans for 250 homes, the developer, Wates, has appealed to the Planning Inspectorate, with a public inquiry held later this year

Along with neighbouring MP Tracey Crouch, we have written to the Inspector to ensure that they are fully aware of the sheer number of objections from local residents to this proposal, and their support of the stance which Tonbridge and Malling Borough Councillors have taken in voting unanimously to reject it. This was a particular concern in light of some of the correspondence from the developer to TMBC ahead of their meeting.

Southeastern’s new timetable will mean almost all trains on the Medway Valley Line will no longer stop at Tonbridge, terminating and starting at Paddock Wood instead.

After several days’ discussion with them, it is welcome that Southeastern will commit to two services a day serving Tonbridge, the 0843 arrival and 1604 departure. But this does not disguise the fact that as 98% of Southeastern services are restored, the majority of Medway Valley Line services fall in the 2% that have not been.

This line should provide a direct link to Maidstone, Aylesford and Medway, meaning another public transport option and reducing the need to drive and add cars to Tonbridge’s roads.

I’ve launched a petition to ask Southeastern to reconsider their decision to stop serving Tonbridge, and the excellent connections which our station is so lucky to have. Please sign it here and encourage your friends and neighbours to do the same.

We need Tonbridge to continue to benefit from the fantastic rail options it has, including on the Medway Valley Line.

It was great to spend some time on Friday with David Gleed, Principal of North Kent College, who is now responsible for running both Hadlow and West Kent Colleges since they left Administration last month.

Should David and his colleagues run Hadlow and West Kent as they have North Kent College then they are both in very safe hands. It was particularly pleasing to hear David recognise the hard work and commitment of staff at Hadlow and West Kent over the past two years, and how he is trusting the staff to continue their outstanding work for students.

We also spoke in some depth about the issues involved with re-opening Broadview Tea Rooms and Hadlow College Farm Shop. There are a number of factors involved and there is more detail available here.

Help our economy recover

In the past few months Tonbridge and Malling Borough Council have done an exceptional job supporting businesses, facilitating more than £20million in support for businesses to get them through the height of the pandemic.

To continue the support they are giving to businesses across the area, they are asking for our views on its Economic Recovery Strategy, which focuses on helping local businesses get back on their feet and providing opportunities for jobs.

Exam Results

Over the last number of days hundreds of thousands of students will have been rightly disappointed with the outcome of their A-Level results. I completely understand the anger, disappointment, and frustration that many people have experienced and believe that a system must be in place that instils confidence in all.

Over the past few days I have had conversations with ministers to raise the concerns that residents of Tonbridge and Malling have contacted me about. I have been informed that the appeals process – the so-called triple lock – will ensure that students are able to accept the calculated grade, sit autumn exams, or appeal to receive a valid mock result.

I will continue to press the Government to get a fairer system for all and  I understand that the system in it’s current form does not reflect the hard work of so many young people. I was very pleased when this change was made.

They’ve set am ambitious task to fundraise for the extension of some classrooms, so they can welcome all pupils back in September while doing so respecting social distancing regulations too.

The announcement from the Prime Minister when he was in Kings Hill a couple of weeks ago will help schools like Wateringbury with long term funding increases. But the challenge is in the immediate term too, and specifically how we have enough classroom space for social distancing in September. Understandably this isn’t something that has had to be considered in previous years, but this is an interesting initiative.

Gasworks by Tonbridge School

As schools return in September, we should expect to see more vehicles on the roads. Social distancing requirements on some buses mean more people choosing to drive their children instead and that’s going to mean more traffic.

For schools in south Tonbridge it is essential that the delays currently happening for the gasworks outside Tonbridge School come to an end as soon as possible. Unfortunately SGN have said that they are going to be unable to finish the works before the school term resumes on 1 September.

This is because of issues with the pipe at the junction of the High Street and Bordyke, which has resulted in the temporary traffic lights being installed. This is clearly going to cause further issues, and it has been made quite clear to SGN that the delay is unacceptable.

However, Kent County Council have told SGN they cannot continue to have the temporary traffic lights up at the junction beyond the end of next week. This should mean traffic will be able to flow more smoothly through the area from the Hildenborough or Shipbourne Road direction, even if traffic heading north will have to continue to use the diversion via Yardley Park Road. Thanks to Tonbridge County Councillors, Richard Long and Michael Payne, for their help in ensuring that KCC take this robust approach towards the temporary lights, which have stopped working all too often in recent days.

While the works could be cleared within the first week or two, there is no doubt that not completing them by the end of the summer holidays isn’t in the best interests of residents and anyone travelling to one of our excellent schools in Tonbridge.

Hadlow and West Kent College leaving administration is not just important to us locally, but it is of national significance. This is the largest ever Further Education transaction in the country. It is a new beginning for the Colleges which can thrive under new leadership.

I would like to pay tribute to Graham Morley and his team who have steered the Colleges through some difficult times over the past 18 months. They have helped keep students learning and have made a huge difference to so many in their studies.

I am delighted to help deliver on the commitment to save Hadlow and West Kent College I made at the last election. This is only possible following changes to national legislation allowing the Education Administration process, putting students first. I look forward to working with North Kent College to keep Hadlow and West Kent Colleges as some of the very best further education facilities in the area.

Road safety in Marlpit Hill, Edenbridge

Following the petition kindly compiled by local residents regarding the need for road safety improvements at the junction of B2026 Main Road, Hilders Lane and Hillcrest Road in Marlpit Hill, Edenbridge, I wrote to Kent County Council and Sevenoaks District Council to ask them to look at improvements to this dangerous junction.

I have now received a reply from Michael Payne, KCC’s Cabinet Member for Highways and Transport and Adrian Rowbotham, SDC’s Chief Officer for Finance and Trading.

It is disappointing that no action is planned at this stage to address the causes of the serious crash that happened a few weeks ago. I will keep working to ensure that further work can take place, including with Kent Police to enforce speeding concerns and Edenbridge Town Council regarding a Parish Highway Improvement Project.

UPDATE - 28 August 2020. Following a further incident yesterday, which saw Kent Police and Paramedics called, I have asked Kent County Council and Kent Police to commit to the necessary improvements here.

Flexible Rail Ticketing

A few weeks ago, I joined with other Kent MPs in asking Southeastern to introduce flexible ticketing, recognising that many people will not be returning to the office for all five days a week since working from home has become a pattern for many people.

I am delighted that Southeastern have submitted a proposal, and would like better options available to GTR passengers too.

But there is plenty more which can be done and building on the good work of Tonbridge Line Commuters, I’ve asked the Department for Transport if they can take this opportunity to make radical changes to how we can use rail tickets, recognising the new working patterns we all have. Self-Employment Income Support scheme

On Monday, the application process for the second Self-Employment Income Support Scheme grant opened. This provides an excellent source of support for all those who are eligible for it, following the first grant a couple of months ago.
 
The eligibility criteria will be the same as for the first grant. Therefore, if you were not eligible for the first grant, then sadly you will be unable to claim the second grant. However there are thousands of people across our community who are self-employed and would benefit from this, to make the most of the generous support which is available from Government.

The Government has done its best to help as many businesses, employees and self-employed people as possible over the past few months. However, there are a small group of people who do need further support and I am very conscious of this still – I am talking to HM Treasury about how to provide further support.
 
In the meantime I hope that all those eligible for the Self-Employment Income Support Scheme can claim the second grant before the deadline on 19 October 2020.

On 20 August, the Area 3 Planning Committee at Tonbridge and Malling Borough Council will once again be asked to determine the application to build 250 homes on Forty Acre Field between East Malling, Leybourne and West Malling. This is a hugely sensitive site and since the last meeting Wates, the developer, have appealed to the Planning Inspectorate, so TMBC Councillors will only be asked for their opinion on what they would have done for the Inspector’s guidance. I shall be submitting comments to the Planning Inspector based on the views of the many residents who have been in touch, so if you would like me to put forward a particular view that you feel is important, please e-mail me.

As an added twist, TMBC Councillors are being asked to consider a further recommendation that an identical planning application submitted by Wates should decided by the Director of Planning, Housing and Environmental Health at TMBC, rather than your Borough Councillors.

Earlier today I had written to Nicolas Heslop, Leader of TMBC, to ask for his assurance that any future application on Forty Acre Field is determined by elected Borough Councillors. I have made it clear to anyone I have spoken to that they should contact their Borough Councillors about this application, as they have their own mandate through the Borough Council elections we can all participate in. I was very pleased to receive an extremely quick response from Nicolas Heslop confirming that any future application would come back to Councillors to determine, provided that they refused the application tomorrow evening in line with their decision a few weeks ago. While understandably procedural in its nature, the last line of Nicolas' e-mail, copied here, is key.

School Buses

For a number of weeks I have been in close contact with the Government, Kent County Council and bus operators about school bus services. I am hugely grateful to KCC and the bus operators who have all worked very hard to make sure that bus transport will operate safely next week.

First, KCC and bus operators will convert some existing bus routes into dedicated school services (they may have an s before the bus number to indicate this). This means that they do not require as strict social distancing, as they are all heading to the same school, under the Government guidance. However only front facing seats will be used and standing isn't encouraged – meaning capacity will be around 70% of normal. Other bus services which are still available for public use will have social distancing regulations, which caps capacity at 50% for most vehicles.

There are some routes where KCC believe that demand will still exceed capacity. In these cases, the Government has provided funding for duplicate vehicles to run behind.

Face coverings will be mandatory on all buses for anyone over the age of 11, so please make sure your child has one on or they will not be allowed on the bus – unless they have a medical exemption.

Though the Kent Travel Saver application window closed on 9 August, there is the option to buy a pass during the year when you feel comfortable putting your child on the bus. At present I understand KCC has had more than 50% fewer applications compared with this time last year, so there still should be some capacity available, especially with extra buses running. The advice from bus operators is to travel as early as you can, if you have a choice of buses.

KCC have also looked at making some dedicated school services as ‘bubbles’ or year groups, for example. However, this wouldn’t work in practice. As an example in south Tonbridge many of the bus services carry students from Hayesbrook, Judd, Tonbridge Grammar, Weald of Kent and Hillview, so despite the Government investment there still wouldn’t be anywhere near enough buses to serve each year in each of these schools, from every village the bus comes from.

Finally, KCC have assured me they will put in as much capacity as possible from the start of term, and have made it clear to bus operators that buses must not exceed capacity, and they will fund this if necessary. You can see above all of the signage on the back of every seat on one double decker to remind passengers of the need to travel safely.

Prime Minister visits The Discovery School

I was delighted to welcome the Prime Minister, Boris Johnson, to The Discovery School on Kings Hill for their last day of term. It was wonderful to show the Prime Minister around one of our outstanding schools, right at the heart of the community.

It was confirmed that every pupil in Kent, including here in Tonbridge and Malling, will see another funding rise from 2021. Total school funding will increase by 4% and high needs funding by 10%. At The Discovery School this works out to an extra £257 per pupil.

Our schools are some of the very best in the country and extra funding will help keep them that way.

Good news – Kent County Council have confirmed the speed limit reduction on most of the A26 between Hadlow and Tonbridge. This will mean that the 40mph will extend much further south of Hadlow towards just before the Cuckoo Lane junction. Here, it will be reduced to 50mph rather than the current 60mph.

There have been too many accidents on this section of road and I’m pleased that KCC have taken action to help make the road safer.

Tonbridge and Malling Borough Council have announced that, in line with Government guidelines, it will re-open its play areas and outdoor gym from 4 July.

While I know most children will be excited to use the swings again we must be careful. These posters will be on site and its crucial that all the measures included are followed to keep out children as safe as possible.

Not all play areas will open, as some are managed by Parish Councils, and they will be making their own arrangements.

Following the serious collision at the junction of the B2026 Main Road, Hilders Lane and Hillcrest Road in Marlpit Hill, Edenbridge a couple of weeks ago, I am working with local Councillors to make the junction much safer for all.

I’m grateful to everyone who signed the petition from local residents. I’ve written to Kent County Council here, and Sevenoaks District Council here, to ask for improvements at this junction. It is essential that the appropriate safety improvements happen.

China & Hong Kong

Today's decision to suspend the extradition treaty with Hong Kong is the right decision. Art 38 claims extraterritorial jurisdiction and Arts 55-59 claim the right of Chinese mainland judges to pull national security cases before them.

The Security Law is not clear who it applies to. As a minimum it is Hong Kongers, and probably Hong Kong residents too. But in theory it could apply to the rest of us. That means China's National People's Congress, let's be honest, the Chinese Communist Party is claiming universal universal jurisdiction for its own citizens and possibly, depending on how the judges interpret this, the whole world.

China has been pressuring individuals and governments to repeat the One China policy without descent. This would, in theory, criminalise anyone -- anyone at all -- who objects. Extradition agreements could see their domestic courts used to drag individuals to HK for trial.

Of course this is unlikely, but the possibility remains. That's why I've been campaigning to suspend the extradition treaty with Hong Kong. I'm glad the government has acted to protect all those in the UK, particularly Hong Kongers, from the risk of extradition.

Just as we thought there was respite from roadworks on the M20, Highways England have been in touch to say there will be another few months of works to come!

The long awaited replacement of the East Street footbridge in Addington is ready to be installed following its demolition in 2016 - as you can see behind me in this picture. Unfortunately, as this leaflet which Highways England have circulated to local residents explains, they intend on closing the inside land of the motorway and reducing the speed limit back to 50mph between the M26 and Junction 4 from 10 August until January 2021.

I have long made clear to Highways England that the delays on the project were unacceptable. They had previously given me an assurance this would be completed during the Smart Motorway works. However, the works will begin on the week that the M20 Smart Motorway project loses major project status!

Residents on the A20 from Wrotham Heath to West Malling have had to face the severe impact of diverted traffic for many months. These closures will likely make the situation worse. Highways England claim that they need so many months due to clearing the remaining parts of the old bridge and then to construct the new pier and ramps, and this can’t be done from the motorway.

It’s why they have let us down by not ensuring it was completed during the Smart Motorway project.

On Thursday 9 July, Tonbridge and Malling Borough Council’s Area 3 Planning Committee will be asked whether they agree, in principle, to 250 homes being build on Forty Acre Field between East Malling, Leybourne and West Malling.

This land is due for inclusion within the greenbelt if the Local Plan is adopted. However, until this happens it is vulnerable to development.

While I am doing all I can to speed up the examination of the Tonbridge and Malling Local Plan, so there is certainty for all communities whether you like the proposals or not, the decision on Thursday will be down to those Councillors to make.

Ahead of the meeting, please do get in touch with your Borough Councillors if you feel strongly about this. They have the opportunity to ensure that your views are heard and that they can provide good reasons, as is required by planning law, for their decisions.

UPDATE - 10 July 2020

Last night, the Area 3 Planning Committee at Tonbridge and Malling Borough Council rejected the application.

The procedures of the Council mean that this is not the final decision. Planning officers, who wanted to approve the development, will bring back a report to the same Committee because of their concerns about the costs of any potential appeal by the developer, Wates, to the Planning Inspectorate.

If an appeal is made then let me know your thoughts. As they are accountable to Government, I will put forward to the Inspector the views many have. They also need to be aware, as the Planning Committee were.

As we exit lockdown we must focus on getting our children back to school, and making sure our facilities are as up to date as possible. That’s why I’m pleased that the Government has committed to investing in 5 schools across Tonbridge and Malling, as part of a £434 million package of improvements to school buildings across the country.

The projects that will be happening thanks to this investment are:

- Urgent Fire Safety and Electrical Improvements, along with Roof Refurbishment at Cage Green Primary School in north Tonbridge

- Urgent Fire Safety works at Royal Rise Primary School in south Tonbridge

- Works to the Heating Project in the Technology Building at Tonbridge Grammar School

- Boiler replacement at Wrotham School

- Window replacement at the Weald of Kent Grammar School in Tonbridge

I’m very grateful to Tonbridge’s fantastic county councillors, Richard Long and Michael Payne, for making our streets safer. They’ve pushed through a trial for a 20mph speed limit that will deliver a safer town and stronger community.

In my Walking, Cycling and Safer Roads survey, over 80% of people supported more 20mph limits. For residents in Tonbridge that was more like 90%. It is excellent that KCC have committed to implementing this across Tonbridge in the next few weeks.

This is all part of the Government’s Active Travel Fund. This map shows that it will cover most roads in the town. It will last for 6 months, and be followed by a consultation before we decide to keep it, end it, or extend it further. The success of the scheme in Tonbridge will determine whether other areas will be able to benefit from one.”

This is a result is a great success for Tonbridge and all down to our Conservative County Councillors, Richard Long and Michael Payne. They have championed safer roads in Tonbridge for many years now and are delivering for all of us. This shows they can deliver what our town needs. I am looking forward to the new signs going up and 20mph being implemented in the next few weeks!

The Environment Agency’s latest newsletter, which you can read here, explains clearly the good progress that is being made on the enlargement of the Leigh Flood Storage Area, which will make such a difference to protecting homes and businesses in Tonbridge, Hildenborough and further downstream from flooding.

The application to amend the River Medway Flood Relief Act 1976, which is the law that determines the height of the barrier, has been submitted and I have made it clear to the Government how raising the height could save hundreds, potentially thousands of properties from flooding. I am pushing the Secretary of State to make the right decision as quickly as possible.

I am concerned that the Planning Inspectorate stalling the Local Plan is putting at risk the hard work in developing a plan that works for the District.”

That’s why I’ve joined Laura Trott MP and Gareth Johnson MP to ask the Secretary of State to use his powers within the Planning and Compulsory Purchase Act 2004 to take direct action, allowing the District Council to get its Local Plan adopted as soon as possible. It is not right for the Planning Inspectorate to block this for the reasons they have given, when the evidence is clear that Sevenoaks District Council met its requirements. I trust he can support this request.

Over the past few weeks, the scale of the blasts from Blaise Farm Quarry have been such that I am sad there have been reports of damage, and further potential issues, to homes in West Malling, Kings Hill, Mereworth and Offham.

As the responsible authority, Kent County Council (KCC) have an obligation to investigate this. While data demonstrates that the blasts are within the limits, the experiences of some residents would differ.

I have written to Cllr Susan Carey, Cabinet Member for the Environment at KCC to ask that they do a more thorough investigation into the impact of the blasts.

Last year, ahead of meetings (pictured) with Taylor Wimpey and Trinity regarding issues on Leybourne Chase, I ran a detailed survey looking at the issues for many residents. I was therefore disappointed to hear that the service charge for 2020 has increased significantly, yet again.

I have written to Chris Tomkins, Operations Manager at Trinity Estates with responsibility for Leybourne Chase to ask him to look further into some of the detail behind these increases. You can find my letter here.

I have consistently made clear to Trinity that they need to have a more visible and transparent relationship with residents on Leybourne Chase, especially regarding financial demands and ensuring that what you pay is reflected in the service which you receive. I know that many feel this isn’t the case still and I fully appreciate why. It is for these reasons that Trinity Estates must look again at the work it is doing across the development to make sure that it delivers for everyone.

SGN works by Tonbridge School

Last year, I joined County Councillors Richard Long and Michael Payne and Borough Councillors in asking SGN to reconsider their proposals to close Tonbridge High Street between Bordyke and Portman Park. It would have caused chaos doing it at the start of the school year, and I am pleased they were delayed until this summer.

Since the pandemic we have had fewer cars on our roads, and as restrictions have eased it has become possible for SGN and their contractors to safely do these works. I am pleased that Michael Payne, in his role as Cabinet Member for Highways and Transport at KCC, has found a solution that will bring forward the works, change the diversion route and ensure that they should be completed before all school years return in September. I had met with SGN earlier this year to emphasise the need for a better solution.

The works will begin on 14 June 2020. Northbound traffic will be diverted along Bordyke, Hadlow Road and Yardley Park Road, while southbound traffic can continue to use the High Street. This prevents the ridiculous idea that was proposed in getting all traffic to make the very tight turn between Hadlow Road and The Ridgeway.

There is no good time to do these works considering the disruption they will cause. However, I am pleased that KCC have been able to agree to a solution with SGN where these can be completed when there are fewer cars travelling. It will ease congestion as much as possible.

I am also pleased that Tonbridge and Malling Borough Council have agreed to defer any increases in parking charges at their car parks to help support the High Street, as this will help encourage more of us to support our local and independent shops as they begin to re-open.

Thank you to KCC, TMBC and SGN for finding a solution which makes the best of a situation which was always going to cause some disruption.

I am delighted that last week the Government committed to £33million for NIAB East Malling Research to increase investment in emerging technologies, including Artificial Intelligence and smart-packaging for food production, to help improve efficiencies and reduce waste

It shows the Government's commitment to supporting nationally important industries and strengthening ties between academia, research and business. This will transform the work they do and helps promote all that the village has to offer.

Our lives have changed significantly over the past few weeks, since lockdown began. Many of us are walking or cycling more, something I welcome.

That’s why I am keen that our towns and villages become more friendly for pedestrians and cyclists. The Government has announced funding for this, and here in Kent our County Council could get as much as £8million to spend on projects in our area.

There are many good ideas but to help prioritise those most crucial, I have set up a survey to find out the ideas you most want.

I’ve always supported new slip roads at Junction 5 of the M25, to ease traffic congestion on the A25 through Platt, Borough Green and Ightham. Last week I met, virtually, with Baroness Vere, who is the Roads Minister at the Department for Transport, and other MPs who represent communities along the A21. During this meeting I took the opportunity to raise our concerns that a scheme for slip roads at Junction 5 of the M25 was not included in the Road Investment Strategy 2, covering projects which will be funded between 2020 and 2025.

You can see the letter here, which acknowledges that the Government consider this a credible scheme, but helpfully also identifies the best route forward, which is through Transport for the South East.

I will be working with local campaigners and Kent County Council to ask Transport for the South East to identify this proposal as essential for the region, which will help it secure funding in the future.

Since Highways England initially proposed using the M26 to hold traffic when there is disruption at the Port of Dover I have raised significant concerns about the impact on villages such as Borough Green, Platt and Wrotham, which could easily become cut off as even more traffic would use the A25 and surrounding roads.

Recently we have seen the introduction of the barrier on the M20 between Junctions 8 and 9 which will allow for more HGVs to be held here in case there is any future disruption. Since this was developed, I’ve been pushing for Highways England to commit to drop the use of the M26 from any traffic management plans they have.

I received this response following a meeting earlier this year after I pressed further. It is great to see Highways England commit to dropping the plans for the M26 as a part of Operation Brock. I am pleased they have finally listened to the calls that I have made with so many people for this to be dropped. The idea that the A25 through Platt and Borough Green could handle the M26 traffic levels on top of its own traffic is totally unrealistic. It is right this plan is no longer under discussion and I will do all I can to ensure it never happens.

Highways England announced this week that the Smart Motorway works on the M20 had finished. Although there remain questions over the safety of the scheme which I am keen for answers on, this will be of great relief for residents on the A20 who have had to suffer with the impact of too many diversions for so long.

However, I am disappointed that Highways England haven’t actually finished the works yet. Lanes 2 and 3 on the London-bound carriageway have not got the low noise surfacing in full which they were promised.

I’ve joined Tracey Crouch in asking Highways England to return and properly finish off the job. There are other areas which need resurfacing still – such as the Junction 4 slip roads. I hope that Highways England can return and do this as soon as possible.

As ever, any evidence of criminal behaviour should be reported to Kent Police, and issues to do with access on to Hever Road and blocking footpaths should be reported to Kent County Council. As Chair of the House of Commons Foreign Affairs Committee, I've launched a survey asking for your experiences if you have been stranded abroad in the past few weeks, and found it hard to return to Britain.

The ongoing coronavirus pandemic has left tens of thousands of British citizens stranded and in need of urgent consular support - not just those from our community in West Kent, but across the country too.

In some cases they are key workers; police officers, nurses and doctors, who are desperate to return to their lives in the UK and to aid in our effort to combat the spread of coronavirus. Sometimes they are people who are running out of essential medication.

We need to hear from you. Your story has the potential to direct the focus of the Committee and to hone our understanding of the problems that British citizens stranded abroad face. Click on the picture to fill it in.

One of the consequences of fewer cars being on the roads during the past few weeks is greater speeding, and like many areas, residents along Three Elm Lane in Tonbridge have long requested that the speed limit be reduced to 30mph.

With the support of their hardworking County Councillors Richard Long and Michael Payne I am delighted that they are informally consulting on plans to reduce the limit from the A26 by the BP Garage to a point just past the Carpenters Arms, as shown on the map above.

If you feel strongly that the speed limit on this road needs to be reduced then please e-mail Richard and Michael direct on richard.long1@kent.gov.uk and michael.payne@kent.gov.uk. We have only until 20 April to have our views heard and the more people that respond, the better chance of Kent County Council being able to reduce the speed limit to 30mph, install repeater signs and road markings to this effect too.

Thank you to Richard and Michael for being so proactive in finding a solution here and I know they appreciate support for this request. This is the main road between East Peckham, Golden Green and Tonbridge and one many of us will be familiar with.

Climate Change

Last year, having spoken in favour of declaring a Climate Emergency in Parliament, I was delighted when eight Conservative Councillors had a motion accepted which recognised the role of Tonbridge and Malling Borough Council could play too. They pledged to declare a climate emergency and aspire to be carbon neutral by 2030. 

TMBC are now consulting on their draft Climate Change Strategy. We have until 1 May 2020 to suggest any ideas and have your say. You can do so by e-mailing climate.change@tmbc.gov.uk or having your say at the following link

Job Retention Scheme Changes

The Government has announced the cut off date for applications to the Coronavirus Job Retention scheme, known as furlough, has changed from 28 February 2020 until 19 March 2020.

This means if you started a job before 19 March 2020 but after 28 February 2020 your employer will be able to put you on the scheme, as of next week.

I know this had caused a number of families significant issues and over the past few weeks this is one of the many areas which I have been speaking at length to the Government about. I am very pleased that they have been able to make these changes. I am grateful to the Chancellor of the Exchequer for doing this.

Support for Businesses

There has been a further announcement the Chancellor of the Exchequer regarding the Business Interruption Loan scheme, which is designed to help small businesses and also larger companies too during the coronavirus pandemic. 
 
This includes the extension of the current scheme so more small businesses can benefit while banks will be banned from requesting personal guarantees on loans under £250,000. A further scheme is included to increase support for larger firms who are not currently eligible. All of the details are available here

This is a welcome announcement as it should ensure that the £330billion Government support gets to the businesses who really need it most.

Those key workers who still have to travel will notice that the M20 Smart Motorway Scheme has now been opened, with 4 lanes operating in each direction. Many of you will have noticed the review the Government did of the scheme but it has been confirmed that it can go ahead, the aim being to reduce congestion in normal times on the M20, A20 and surrounding area

The speed limit will remain at 50mph for the next few months though. This is simply for safety while Highways England do the additional safety work which the Government requires before it can be opened fully. The cameras will be working though and the speed limit can be reduced further with warning messages shown.

We will have to see whether this makes a difference. On one hand, an extra lane should reduce congestion in the whole area. However this should not be done at the expense of safety. I’m pleased that the Government review has led to additional safety measures, including a smaller distance between refuge areas, but it should not open fully until the road is as safe as possible.

Winter 2020 Flooding

As we enter Spring I am sure I’m not the only one keen for no further Flood Warnings or Flood Alerts on the River Medway, Eden, Bourne or any other tributary.

The fact that so few properties have been flooded in the past few months is testament to the work of so many, including the Environment Agency, our local councils and volunteer Flood Wardens.

There is still more to do, though. The enlargement of the Leigh Flood Storage Area needs to happen quickly and those who build and maintain buildings must take more responsibility for putting in proper flood defences.

I thanked those who had helped and called for more action in a recent debate, before the lockdown, in Parliament on Flooding.

It is great news that GTR have lifted the parking restrictions that were introduced at Edenbridge Town, in the evenings from 5pm, a couple of years ago. This put the viability of the WI Hall and other town centre locations at risk. Free parking will really help all users of the hall.

I’m grateful to Edenbridge Town Council for consistently raising this issue with GTR too. It is a boost for the whole of the High Street area.

I have consistently raised issues with GTR about parking at our local stations and am also concerned that parking charges at Ashurst are having a detrimental impact on the state and safety of the roads leading to Cowden Station, which are increasingly dangerous. This is my local station and it has been noticeable how much worse the parking situation has been since Ashurst charges were introduced.

Following funding from Kent County Council, there will be an additional 233 bus operated by Metrobus in both the morning and evening from Edenbridge to schools in Tunbridge Wells, starting from the next academic year in September 2020 .This will mean three buses instead of two which are currently operated. It should ease some of the issues with capacity on the route which we have seen being particularly bad this year.

Thank you all Network Rail staff who have worked through some difficult weather to re-open the Tonbridge-Redhill Line earlier than planned after the landslip near Godstone has been repaired.

I am pleased that an extra 400metres of railway is being enhanced to stop any further landslips, especially as others have happened near Edenbridge Town and East Grinstead recently.

Having our trains back will be a huge relief to everyone who relies on this line. I’m grateful too for Tonbridge Line Commuters who have followed this carefully too, and helped get some of the better interim measures.

The new Tonbridge NHS Assessment Centre will be up and running at Tonbridge School. It will be operated jointly by the 6 local GP surgeries and will be an appointment only centre for patients to assess for Covid-19.

To ease the pressure on GP Surgeries and Tunbridge Wells Hospital, all patients attending are required to have talked to a GP or phoned NHS 111 first. They will then be assessed for Covid19 symptoms at the centre.

I’ve been working on this during the week to ensure the centre will be operational. My thanks to Dr Ginny Winstanley and all the GPs and NHS staff, Tonbridge School, and the army of volunteers I’ve spoken to who are helping get supplies.

Many people from Tonbridge, Edenbridge and Malling are stuck abroad as a result of travel restrictions caused by coronavirus.

As Chair of the House of Commons Foreign Affairs Committee, I've written to the Foreign Secretary, Dominic Raab, to ask the Foreign and Commonwealth Office to do more to secure the repatriation of British citizens abroad.

I know of people in our community who are lacking medicine in India and Pakistan, sick in Australia and New Zealand, isolated in south east Asia, and many other countries too.

As a committee we recognise the work the Foreign and Commonwealth Office is doing but we should also look at chartering flights to help. Fuel is cheap, demand is low, and the Ministry of Defence could help get low cost flights. We need more action.

I am grateful to the Archbishop of Southwark for responding to my letter in which I raised my concerns about the current plans to close St Thomas More Church. I was pleased that he reconfirmed that any change of use on the site would of course have to go through the usual planning process so I have written to Tonbridge and Malling Borough Council about whether it would be appropriate to apply for the site here to be listed as an Asset of Community Value.

Beales in Tonbridge

Confirmation that Beales store in Tonbridge will shut over the next few weeks is a very sad moment for the town. Many of us have enjoyed shopping there and feel for the employees, many of whom have been there for a number of years.

I have put together this guide (click to enlarge) to help those who will be made redundant in the next few weeks, and are looking towards their next career moves. Even though in Tonbridge and Malling we have transferred on to Universal Credit, I've included information about the previous benefits which now fall into this. Please let me know if you are affected and have any questions.

Clearly the Beales site is a prominent one in our Town Centre and it is owned by Sainsbury's, who will be liable to pay Business Rates until it is occupied. I've met with the management at Sainsbury's and they know they have my support for any efforts to bring in a new tenant which will enhance the town as quickly as possible.

I was pleased to chair the latest public meeting in Edenbridge about the exciting new Medical Centre. This will incorporate the GP surgery, War Memorial Hospital and crucially will enable us to get more and better quality medical facilities in our town. As you can see from the models presented last Friday it is a really exciting development.

The next stage of the project is to secure the funding mechanism before we can get it built. I’ve had many conversations with the Department for Health and Social Care about getting NHS Property Services to allow us to ringfence the sale of the land at the War Memorial Hospital for this project.

There will be another public meeting in a couple of months after the one last week sold out in just a few minutes. #edenbridgefuture

West Malling Group Practice have finally announced that their changes to the appointment system will happen over the weekend of 21 and 22 March 2020. I hope that this will result in a far better way of managing the clear demand for appointments. They have kindly shared information on what the changes mean on their website.

I am particularly pleased that The Hollies building in West Malling will continue to be used so that appointments can be made for the must vulnerable in the town here, following our successful campaign to keep it open. In the immediate future it is clear that the current system of booking appointments is totally unsustainable and I am glad they have listened to our calls and made these changes. I trust that the IT systems will be working for 23 March so issues getting an appointment become a distant memory very soon.

The Catholic community in and around West Malling have been very concerned had regarding the future of the St Thomas More Church, are rightly so. This is an important heritage asset that is the centre of worship locally. The demonstration of support at the Public Meeting recently showed that.

I am pleased that the Archbishop met with the Parish in Council last week and it was agreed that the Church and walled garden could be kept. However, the other buildings on site are still up for sale as is explained in the public statement from the Chair of the Parish in Council.

In terms of protecting the site for the future, I have spoken to Tonbridge and Malling Borough Council who would accept an application for an Asset of Community Value. I have written to West Malling Parish Council to suggest that they might want to make this application, to preserve a much loved building in our town.
